Notice of Rule Proposal and Revision of the State Implementation Plan (SIP)
Air Pollution Control, N.J.A.C. 7:27
Fine Particles (PM2.5) in Air Permitting, Sulfur (Startup/Shutdown/Malfunction (SSM) Exemption), and Emission Statements

PUBLIC NOTICE
Take notice that the NJ Department of Environmental Protection (Department) is proposing a SIP revision and rule amendments that pertain to the repeal of an antiquated exemption for emergency releases from pressure-relieving stacks, adding PM2.5 into the air permitting rules, eliminating the option to submit Emission Statements through email, and requiring the reporting of PM2.5 and ammonia at the source level in Emission Statements.  This rule proposal constitutes a revision to New Jersey’s SIP for Sulfur, Permits and Certificates for Minor Facilities (and Major Facilities without an Operating Permit), Control and Prohibition of Air Pollution from New or Altered Sources Affecting Ambient Air Quality (Emission Offset Rules), Emission Statements, and Operating Permits. A copy of the proposed SIP revision will be forwarded to the United States Environmental Protection Agency.

The proposal is scheduled to be published in the New Jersey Register dated March 20, 2017.  A copy of the proposal is available from the Department’s website at http://www.nj.gov/dep/rules/proposals/20170320b.pdf; the Department’s Bureau of Evaluation and Planning (phone 609-292-6722); and LexisNexis free public access to the New Jersey Register (www.lexisnexis.com/njoal).
