Purpose Of This Notice
The New Jersey Department of Environmental
Protection (NJDEP) is issuing a Draft Decision
Document for the 398 Olden Avenue site in
Trenton, Mercer County. Although referred to as
the 398 Olden Avenue site, it actually consists of
two former gas stations located at 398 and 302
North Olden Avenue. Gasoline discharges while
the facilities were in operation caused the soil and
ground water to become contaminated with
volatile organic compounds (VOCs) at levels
above New Jersey’s cleanup standards. NJDEP
excavated and removed the contaminated soil to
the maximum extent possible in 2001.
The Draft Decision Document outlines the
remedial approaches NJDEP considered to
address the VOC contamination in the ground
water at the site and identifies its preferred
remedy. Based on the evaluation, NJDEP selected
“Oxygen Releasing Compound (ORC) Slurry
Injection” as the preferred remedy. This remedy
would involve injecting oxygen-releasing
compounds into the shallow aquifer to stimulate
the indigenous microorganisms in the subsurface
to degrade the VOCs. A detailed discussion of
the remedial alternatives that were considered and
the preferred remedy is presented in the Draft
Decision Document, which is being made
available for public review and comment.
Public Comment Period
NJDEP is soliciting comments on the Draft
Decision Document during the public
comment period that runs for 30 days from

Decision Document is available for review at the
