Proposed Amendment to the Tri- County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to Tri- County Water Quality Management (WQM) Plan will be published on March 21, 2022 in the New Jersey Register. The proposed amendment, identified as “Vanco Warehouse Commercial (AKA NFI and Turnpike Crossings IV, LLC)” (Program Interest No. 435433, Activity No. AMD210004) is to accommodate a proposed 698,500 square foot warehouse building, of which 17,160 square feet is office space, with 400 employees, located on Block 45.01 and Lots 2.01, 3.01 and 3.02, in Mansfield Township, Burlington County. The amendment would expand the sewer service area (SSA) by 0.83 acres on Lot 3.02 and change the current SSA designation of the site from SSA to the Burlington County Resource Recovery Wastewater Treatment Plant (WTP) (NJPDES No. NJ0055395) to SSA of the Burlington Township Central Ave WTP (NJPDES No. NJ0021709). The project will generate a projected wastewater flow of 10,000 gallons per day based on flow calculated in accordance with N.J.A.C. 7:14A-23.3.

Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management (WQM) Plan will be published on February 22, 2022, in the New Jersey Register. The proposed amendment, identified as “Park Avenue Water Treatment Plant Upgrades” (Program Interest No. 435463, Activity No. AMD210005) would expand the Middlesex County Utilities Authority (MCUA) Sewage Treatment Plant (STP) sewer service area (SSA) by 0.968 acres to allow for upgrades to an existing drinking water treatment plant on Block 50, Lot 1 (portion), South Plainfield Borough, Middlesex County. The proposed upgrades would enable the plant to treat water for per-and polyfluorinated substances (PFAS) removal. These upgrades to treat for PFAS removal consist of 20 granular activated carbon contactor vessels that use adsorption to remove PFAS from drinking water. The vessels would be washed out one month per year and the projected flow from the backwash from these vessels would be 41,025 gallons per day (gpd). There will also be a projected daily flow of 1,025 gpd consisting of wastewater from the restrooms, bag filter flow washdown, analyzer waste, and softener discharge based on flow calculated in accordance with N.J.A.C. 7:14A-23.3. The plant is not located within the MCUA sewer service area and is presently served by an individual subsurface sewage disposal system (ISSDS septic system) of under 2,000 gpd. The water treatment plant’s existing septic system will be closed and all wastewater will be conveyed to the MCUA STP [New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0020141].

Proposed Amendment to the Ocean County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Ocean County Water Quality Management (WQM) Plan will be published on January 3, 2022, in the New Jersey Register. The proposed amendment, identified as “Megan Associates” (Program Interest No. 435448, Activity No. AMD210003) would expand the sewer service area (SSA) of the Ocean County Utilities Authority (OCUA) Northern Water Pollution Control Facility (WPCF) by 4.6 acres to serve a proposed commercial development located on Block 5601 Lots 61 (portion) and 74 (portion) within Jackson Township, Ocean County. The proposed project consists of a 31,500 square foot office building. The proposed project would generate a projected wastewater flow of 3,150 gallons per day (gpd), as calculated in accordance with N.J.A.C. 7:14A-23.3, to be received by the OCUA Northern WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) permit #NJ0028142).

Proposed Amendment to the Northeast Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Northeast Water Quality Management (WQM) Plan will be published on December 20, 2021 in the New Jersey Register. The proposed amendment, identified as “Weiss-Aug” (Program Interest No. 435442, Activity No. AMD190010) would expand the sewer service area (SSA) of the Rockaway Valley Regional Sewerage Authority Sewage Treatment Plant (STP) (NJPDES No. NJ0022349) by 1.6 acres to serve a proposed 63,315 square foot industrial building including 6,510 square feet of office space, with 150 manufacturing and warehouse employees located on a portion of Block 21601, Lot 2 in Denville Township, Morris County. As calculated in accordance with N.J.A.C. 7:14A-23.3, the project will generate a projected wastewater flow of 4,401 gallons per day (gpd).

Proposed Amendment to the Upper Raritan Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to Upper Raritan Water Quality Management (WQM) Plan will be published on December 6, 2021 in the New Jersey Register. The proposed amendment, identified as “Tranquillity Farm Ag Housing” (Program Interest No. 435434, Activity No. AMD200013) would establish a new sewer service area of 1.8 acres for a proposed NJPDES regulated on-site discharge to groundwater system to serve existing and proposed development for an equestrian farm located on a portion of Block 15, Lot 42.01 and 42.02 in Chester Township, Morris County. As calculated in accordance with N.J.A.C. 7:9A-7.4, the project will generate a projected wastewater flow of 5,034 gallons per day (gpd).

Proposed Amendment to the Monmouth and Ocean County Water Quality Management Plans
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth and Ocean County Water Quality Management (WQM) Plans will be published on November 15, 2021, in the New Jersey Register. The proposed amendment, identified as “Views at Monmouth Manor” (Program Interest No. 435448, Activity No. AMD200003) would expand the sewer service area (SSA) of the Ocean County Utilities Authority (OCUA) Northern Water Pollution Control Facility (WPCF) by 46.40 acres to serve a proposed residential subdivision on Block 110, Lot 166 (portion) in Howell Township, Monmouth County. The proposed project consists of 92 affordable, three-bedroom condominium units, 155 four-bedroom townhouses, and 72 five-bedroom single family homes. As calculated in accordance with N.J.A.C. 7:14A-23.3, the proposed project would generate a projected wastewater flow of 95,700 gallons per day (gpd). The wastewater would be conveyed via the Manasquan River Regional Sewerage Authority (MRRSA) owned and operated infrastructure system within Howell Township to the OCUA Northern WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit# NJ0028142).

Proposed Amendment to the Tri-County Water Quality Management Plans
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Tri-County Water Quality Management (WQM) Plans will be published on November 1, 2021, in the New Jersey Register. The proposed amendment, identified as “1847 Crown Point Road” (Program Interest No. 435433, Activity No. AMD200007) would expand the sewer service area (SSA) of the Gloucester County Utilities Authority (GCUA) Sewage Treatment Plant (STP) by 7.6 acres to serve a proposed 280,000 square-foot warehouse of which 28,000 square-feet is office space located on Block 130, Lots 4, 5, 6, 7 and 7.01, in West Deptford Township, Gloucester County. The remaining 14.2 acres of the project site are located within the presently adopted SSA of the GCUA STP. The project would generate a projected wastewater flow 6,625 gallons per day (gpd), to be received by the GCUA STP, New Jersey Pollution Discharge Elimination System (NJPDES) Permit No. NJ0024686, based on flow calculated in accordance with N.J.A.C. 7:14A-23.3.

The proposed amendment, identified as “Elion Partners Proposed Office/Warehouse” (Program Interest No. 435433, Activity No. AMD200008) would expand the sewer service area (SSA) of the Mansfield Farm Sewage Treatment Plant (STP) (NJPDES No. NJ0108120) by 8 acres to serve a 351,000 square foot (SF) warehouse building of which 3,200 SF is office space located on a portion of Block 30, Lot 9.02, in Mansfield Township, Burlington County. As calculated in accordance with N.J.A.C. 7:14A-23.3, the project will generate a projected wastewater flow of 2,820 gallons per day (gpd).

Proposed Amendment to the Upper Raritan Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Upper Raritan Water Quality Management (WQM) Plan will be published on September 20, 2021 in the New Jersey Register. The proposed amendment, identified as “Errico Acres”, also known as “Residence at Overleigh”, (Program Interest No. 435434, Activity No. AMD200009), would establish a new 21.1 acre sewer service area (SSA) for a proposed residential development within a portion of Block 5, Lot 4, Far Hills Borough, Somerset County. The proposed project consists of 105 age-restricted townhouses and 29 non-age-restricted apartment units. The project will generate a projected wastewater flow of 62,650 gallons per day (gpd), based on flow calculated in accordance with N.J.A.C. 7:9A-7.4. The wastewater is to be treated by a new subsurface sewage disposal system, which will be permitted through the New Jersey Pollutant Discharge Elimination System (NJPDES) Program.

In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Sussex County Water Quality Management (WQM) Plan will be published on September 20, 2021 in the New Jersey Register. The proposed amendment, identified as “Roxbury Warehouse” also known as “Adler” (Program Interest No. 435459, Activity No. AMD170003) would expand the sewer service area (SSA) of the Musconetcong Sewerage Authority (MSA) Sewage Treatment Plant (STP) by 22 acres to serve a proposed project consisting of a 470,044 square-foot warehouse located on a portion of Block 9501, Lot 1, in Roxbury Township, Morris County. As calculated in accordance with N.J.A.C. 7:14A-23.3, the proposed amendment portion of the project will generate a projected wastewater flow of 11,700 gallons per day (gpd), to be received by the MCUA STP, New Jersey Pollutant Discharge Elimination System (NJPDES) Permit No. NJ0027821.

In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management (WQM) Plan will be published on July 6, 2021 in the New Jersey Register. The proposed amendment, identified as “The Green at Old Bridge” (Program Interest No. 435463, Activity No. AMD200006) would expand the sewer service area (SSA) of the Middlesex County Utilities Authority (MCUA) Sewage Treatment Plant (STP) by 2.62 acres to serve a proposed residential development located on Block 2150, Lot 4.11 (portion), in Old Bridge Township, Middlesex County. The proposed project consists of 12 one-bedroom apartments, 36 two-bedroom apartments, and 12 three-bedroom apartments. Request for Comments on the Draft 2018/2020 303(d) List of Water Quality Limited Waters
Pursuant to Section 303(d) of the Federal Clean Water Act, the New Jersey Water Quality Planning Act and the New Jersey Water Quality Management Planning Rules
In accordance with the Section 303(d) of the Federal Clean Water Act at 33 U.S.C. 1313(d), the New Jersey Water Quality Planning Act at N.J.S.A. 58:11A-7, and the Water Quality Management Planning rules at N.J.A.C. 7:15-5.4, the New Jersey Department of Environmental Protection (Department) is seeking public comments on the Draft 2018 and 2020 combined 303(d) List of Water Quality Limited Waters (303(d) List). This list is posted on the Department’s website at https://www.state.nj.us/dep/wms/bears/assessment.htm under the Statewide Assessments header. A public notice requesting for comments on the Draft 2018/2020 303(d) List, including a priority ranking for development of Total Maximum Daily Loads (TMDLs) and identification of TMDLs to be completed in the next two years under Section 303(d) of the CWA will be published on the June 21, 2021 New Jersey Register. The Department is seeking public comments on the proposed 303(d) list prior to requesting approval from the USEPA.

Proposed Amendment to the Tri-County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Tri-County Water Quality Management (WQM) Plan will be published on June 21, 2021 in the New Jersey Register. The proposed amendment, identified as the “2020 Industrial at Mansfield“ (Program Interest No. 435433, Activity No. AMD200004), would establish a new 43.7 acre sewer service area (SSA) for a proposed commercial development on Block 59, Lot 7.01, Mansfield Township, Burlington County. The proposed project consists of 587,574 square feet (SF) of warehouse space and 20,000 SF of office space. The project will generate a projected wastewater flow of 11,320 gallons per day (gpd), based on flow calculated in accordance with N.J.A.C. 7:9A-7.4. The wastewater is to be treated by a new subsurface sewage disposal system, which will be permitted through the New Jersey Pollutant Discharge Elimination System (NJPDES) Program.

Proposed Amendment to the Mercer County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Mercer County Water Quality Management (WQM) Plan will be published on June 21, 2021 in the New Jersey Register. The proposed amendment, identified as the “Ohm Amrutam” (Program Interest No. 435452, Activity No. AMD200001) would designate approximately 15.3 acres as a discharge to ground water (DGW) sewer service area (SSA) within Block 19, Lots 3 and 25, Robbinsville Township. The proposed project property is approximately a total of 64.8 acres. Approximately 15.3 acres of the project property are to be sub-divided into twelve individual home lots. The proposed residential development is to consist of 12, 5-bedroom single family homes, to be served by a proposed onsite DGW wastewater treatment system. As calculated in accordance with N.J.A.C. 7:9A-7.4, the proposed project will generate a projected wastewater flow of 9,600 gallons per day (gpd).

Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management Plans
On April 19, 2021, the New Jersey Department of Environmental Protection (Department) published notice seeking public comment on a proposed amendment to the Lower Raritan/Middlesex County Water Quality Management (WQM) Plan in accordance with the New Jersey Water Quality Planning Act, N.J.S.A. 58:11-1 et seq., and the Water Quality Management Planning rules, N.J.A.C. 7:15. The proposed amendment, identified as Metro 12/Carteret Logistics Center (Program Interest No. 435463, Activity No. AMD180005) would expand the sewer service area (SSA) of the Middlesex County Utilities Authority (MCUA) Sewage Treatment Plant (STP) by 25.9 acres to serve a proposed commercial development located on Block 602, Lot 1 (portion) and Block 705, Lot 18 (portion), in Carteret Borough, Middlesex County. The proposed project consists of three warehouse/office buildings and will convey the wastewater to the MCUA STP (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit No. NJ0020141).
The April 19, 2021 publication of the New Jersey Register notice included details on a public hearing scheduled to be held by the Middlesex County Board of County Commissioners.

Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Lower Raritan/ Middlesex County Water Quality Management (WQM) Plan will be published on May 17, 2021 in the New Jersey Register. The proposed amendment, identified as the “Elion Partners Proposed Office/Warehouse “(Program Interest No. 435463, Activity No.AMD200003) would expand the sewer service area (SSA) of the Middlesex County Utilities Authority (MCUA) New Jersey Pollution Discharge Permit (NJPDES) No. NJ0020141 by 1.6 acres on a portion of Block 88.02, Lot 13, in Franklin Township, Somerset County. The proposed project site is 61.2 acres of which approximately 48.8 acres are currently designated as within the SSA of the MCUA STP. The expanded SSA would allow for the proposed development of a 425,250 square foot (sf) warehouse building with a 21,600 sf of office space and a 118,800 sf warehouse building with 7,500 sf of office space. The project will generate a projected wastewater flow of 9,410 gallons per day (gpd) as calculated in accordance with N.J.A.C. 7:14A-23.3.

The proposed amendment, identified as “Metro 12/Carteret Logistics Center” (Program Interest No. 435463, Activity No. AMD180005) would expand the sewer service area (SSA) of the Middlesex County Utilities Authority (MCUA) Sewage Treatment Plant (STP) by 25.9 acres to serve a proposed commercial development located on Block 602, Lot 1 (portion) and Block 705, Lot 18 (portion), in Carteret Borough, Middlesex County. The proposed project consists of three warehouse/office buildings. Proposed Amendment to the Tri-County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Tri-County Water Quality Management (WQM) Plan will be published on April 5, 2021 in the New Jersey Register. This amendment proposal, identified as “The Clusters Subdivision-Sterling Glen II”, also known as “The Greens”” would expand the sewer service area (SSA) of the Gloucester County Utilities Authority by 11.5 acres on Block 26001/ Lot 103 in Monroe Township, Gloucester County, to serve a portion of a proposed project which is partially in the SSA. The expansion would accommodate subdivision of the project site to include a total of one hundred seventeen (117) three-bedroom age-restricted townhouses, a clubhouse and a 7.67-acre lot designated for commercial development to consist of 23,310 square feet (sq. ft.) of retail space. Of the total project, 60 residential units are currently located outside of the SSA and are the subject of this amendment.

Proposed Amendment to the Monmouth County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth County Water Quality Management (WQM) Plan will be published on March 15, 2021 in the New Jersey Register. The proposed amendment, identified as “Iron Ore Road Property” (Program Interest No. 435462, Activity No. AMD200002), would expand the sewer service area (SSA) of the the Western Monmouth Utilities Authority sewage treatment plant (WMUA STP) by 16.04 acres to serve a proposed residential development consisting of 73 three-bedroom townhouse units, located on Block 72, Lot 11.07 (portion) in Manalapan Township, Monmouth County. The entire proposed project also includes 151 additional three-bedroom townhouse units, 96 affordable two-bedroom condominium units, and a clubhouse; however, all of these buildings are located within the presently adopted SSA and are not the subject of this amendment. As calculated in accordance with N.J.A.C. 7:14A-23.3, the proposed amendment portion of the project will generate a projected wastewater flow of 21,900 gallons per day (gpd), to be received by the WMUA STP, NJPDES Permit No. NJ0023728).

Proposed Amendment to the Monmouth and Ocean County Water Quality Management Plans
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth and Ocean County Water Quality Management (WQM) Plans will be published on March 1, 2021 in the New Jersey Register. The proposed amendment, identified as “GSS Industries” (Program Interest No. 435462, Activity No. AMD180001), would expand the sewer service area (SSA) of the Ocean County Utilities Authority Northern Water Pollution Control Facility (OCUA Northern WPCF) by 4.6 acres to serve a proposed commercial development on Block 49, Lot 7 (portion), Howell Township, Monmouth County. The proposed project consists of the construction of two warehouse buildings totaling 85,000 square feet (SF). One warehouse will contain a total of 42,500 SF of which 2,320 SF will be office space and the other warehouse will total 42,500 SF of which 3,410 SF will be office space. The proposed development also includes a third proposed warehouse building; however, this building is located within the presently adopted SSA and is not the subject of this amendment. Also located within the presently adopted SSA on the lot is an existing warehouse that will remain. The proposed project would generate a projected wastewater flow of 1,173 gallons per day (gpd), based upon a total of 24 warehouse employees and a total of 5,730 SF of office space, as calculated in accordance with N.J.A.C. 7:14A-23.3, to be received by the OCUA Northern WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) permit # NJ0028142).

Proposed Amendment to the Upper Delaware Water Quality Management Plan – Public Hearing Cancellation
The February 18, 2020 publication of the New Jersey Register, the Water Quality Management Planning Program Public Notices webpage and a Listserve announcement contained a preliminary notice regarding the proposed Bloomsbury Mets amendment. The notice included details on a public hearing scheduled to be held at the Bloomsbury Fire Hall, 91 Brunswick Ave, Bloomsbury, NJ 08804 on Friday, March 20, 2020, at 11:00AM to allow for public comment on the proposed amendment. This is to inform all interested parties that the public hearing scheduled for March 20, 2020 has been cancelled. A new public notice with a revised date and time for the public hearing will be published in a subsequent volume of the New Jersey Register.

Proposed Amendment to the Ocean County Water Quality Management Plan

In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Northeast Water Quality Management (WQM) Plan will be published on February 16, 2021 in the New Jersey Register. The proposed amendment, identified as “Dollar Tree Building Expansion” (Program Interest No. 435442, Activity No. AMD200001), would modify the West Milford Township Wastewater Management Plan (WMP) to expand the Belcher Run Shopping Center discharge to ground water (DGW) wastewater treatment facility sewer service area (SSA) by 0.125 acres to include a proposed increase in square footage of the existing shopping center for a proposed Dollar Tree retail store. The Dollar Tree store is proposed to be located within the shopping center on Block 6401, Lot 1 (portion), West Milford Township, Passaic County. The proposed project consists of demolition of a portion of the existing shopping center with reconstruction resulting in an overall increase of 5,449 square feet to the shopping center. The proposed amendment, identified as “The Boulevard Office Retail Plaza” (Program Interest No. 435448, Activity No. AMD200002), would expand the sewer service area (SSA) of the Ocean County Utilities Authority Northern Water Pollution Control Facility (OCUA Northern WPCF) by 1.89 acres to serve a proposed commercial development located on Block 4601, Lot 10 (portion) and Lot 11 (portion), in Jackson Township, Ocean County. The proposed project consists of a 111,299 square foot (sq. ft.) retail and warehouse building. The entire proposed project also includes two separate office buildings; however, these buildings are located within the presently adopted SSA and are not the subject of this amendment. Public Hearing on the Bloomsbury Mets Upper Delaware WQMP Amendment Proposal
On December 7, 2020, the Bureau of Environmental Analysis, Restoration and Standards (BEARS) published a public hearing announcement for the Bloomsbury Mets amendment to the Upper Delaware Water Quality Management Plan in the New Jersey Register (52 N.J.R.2140(a)). The public hearing is scheduled for 10:00 am on January 22, 2021 and will be conducted virtually via Microsoft Teams. The hearing will remain open until 12:00 pm or the conclusion of all public testimony, whichever is earlier.

Proposed Amendment to the Monmouth County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth County Water Quality Management (WQM) Plan will be published on December 7, 2020 in the New Jersey Register. The proposed amendment, identified as “AA 33 Showplace Farms” (Program Interest No. 435462, Activity No. AMD200004) would establish a 117.3 acre sewer service area for a proposed commercial development on Block 23, Lot 8 (portion), Millstone Township, Monmouth County. The proposed project consists of the construction of two warehouse buildings totaling 1,220,000 square feet (SF). One warehouse will contain a total of 1,000,000 SF of which 20,000 SF will be office space and the other warehouse will total 220,000 SF of which 5,000 SF will be office space. The proposed project would generate a projected wastewater flow of 21,065 gallons per day (gpd), based upon a total of 1,196 warehouse employees (divided into two shifts) and a total of 25,000 SF of office space, as calculated in accordance with N.J.A.C. 7:9A-7.4. The projected wastewater is to be treated by a new NJPDES permitted subsurface sewage disposal system.

Proposed Amendment to the Upper Delaware Water Quality management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a proposed amendment to the Upper Delaware Water Quality Management (WQM) Plan will be published on December 7, 2020 in the New Jersey Register. The amendment, identified as "Bloomsbury Mets" (Program Interest No. 435, Activity No. AMD ) would establish a 4.5-acre sewer service area (SSA) for a proposed NJPDES regulated on-site discharge to ground water (DGW) on Block 32, Lot 1.01, Bloomsbury Borough, Hunterdon County to serve an existing 16-fueling station and 2,530 square foot convenience store truck stop and a proposed 50-seat restaurant. The total projected wastewater flow for the site is 4,066 gallons per day, calculated in accordance with N.J.A.C. 7:9A. This amendment was previously proposed in the May 4, 2020 edition of the New Jersey Register. The public hearing could not be held at the proposed time, requiring the amendment to be re-noticed. No details of the proposed amendment have been changed from the previous proposal.

The proposed amendment (Program Interest No. 435464, Activity No. AMD190003) , identified as “Harriet Lane Residential Dwellings” would establish a 6.15 acre sewer service area (SSA) for a proposed New Jersey Pollutant Discharge Elimination System (NJPDES) regulated on-site discharge to ground water (DGW) on Block 567, Lot 24, Upper Township, Cape May County. Currently, the site is identified as SSA for DGW. There are nine existing two-bedroom affordable housing rental units served by an on-site septic system regulated by General NJPDES T1 permit No. NJG0088561. An additional eleven residential units to consist of three triplexes and one duplex are proposed, resulting in a total of 20 affordable housing units onsite. The new units are proposed to be connected to a separate on-site sewage disposal system. The total projected wastewater flow for the site is 7,000 gallons per day (gpd), calculated in accordance with N.J.A.C. 7:9A. The current T1 permit will be revoked and reissued as a new Individual DGW permit (NJ0088561).

The May 4, 2020 publication of the New Jersey Register includes a preliminary notice regarding the Bloomsbury Mets amendment. The notice includes details on a public hearing scheduled to be held at the Bloomsbury Fire Hall, 91 Brunswick Ave, Bloomsbury, NJ 08804 on Friday, June 5, 2020, at 1:00 PM to allow for public comment on the proposed amendment. This is to inform all interested parties that the public hearing scheduled for June 5, 2020 has been cancelled due to the ongoing COVID-19 situation. A new public notice with a revised date and time for the public hearing will be published in a subsequent volume of the New Jersey Register.

This amendment proposal, identified as “Rising Sun Meadows” (Program Interest No. 435433, Activity No. AMD180002) would expand the sewer service area (SSA) of the Blacks Creek Wastewater Treatment Plant (WWTP) (NJPDES No. NJ0024678) by 4.5 acres on Lot 43 to fully serve a proposed residential development located on Block 138.01, Lots 42 and 43, Bordentown Township, Burlington County. The proposed project includes a total of 59 townhomes and 168 apartments with a total flow projection of 51,540 gallons per day (gpd), most of which is currently within the SSA. Of the total project, 17 three-bedroom townhomes, 26 two-bedroom apartments, 14 one-bedroom apartments and a swimming pool will be in the expanded SSA and would generate a projected wastewater flow of 13,284 gpd, calculated in accordance with N.J.A.C. 7:14A-23.3.

The notice included details on a public hearing scheduled to be held at the Middlesex County Administration Building, 75 Bayard Street-1st Floor Freeholder’s Meeting Room, New Brunswick, NJ on Wednesday, March 18, 2020, at 5:30 PM to allow for public comment on the proposed amendment. This is to inform all interested parties that the public hearing scheduled for March 18, 2020 has been cancelled by Middlesex County. A new public notice with a revised date and time for the public hearing will be published in a subsequent volume of the New Jersey Register.

In accordance with the Water Quality Management Planning rules at N.J.A.C. 7:15, a public notice for a proposed amendment to all twelve areawide water quality management (WQM) plans will be published on September 16, 2019 in the New Jersey Register. This proposed amendment would incorporate into all twelve areawide WQM plans the 2016 303(d) List of Water Quality Limited Waters (303(d) List). The 303(d) List, including a priority ranking for development of Total Maximum Daily Loads (TMDLs) and identification of TMDLs to be completed in the next two years, is required to be submitted to the U.S. Environmental Protection Agency (USEPA) for approval every two years under Section 303(d) of the Federal Clean Water Act (CWA) (33 U.S.C. 1315(b)). This amendment proposal would replace the Downe Township portion of the Cumberland County Rural District Wastewater Management Plan (WMP) with a complete Downe Township municipal chapter of the Cumberland County WMP (“municipal chapter WMP”) and would also adopt a Septic Management Plan for the entire county. The municipal chapter WMP and the Septic Management Plan for the entire county would constitute two complete components of a future Cumberland County WMP required under N.J.A.C. 7:15-4.2.

Proposed Amendment to the Upper Raritan Water Quality Management Plan
In accordance with the Statewide Water Quality Management Planning rules (N.J.A.C. 7:15-5.13, 3.4), a public notice for a Proposed Amendment to the Upper Raritan Water Quality Management (WQM) Plan was published on October 5, 2015 in the New Jersey Register. Notice was also published the Hunterdon County Democrat. This amendment proposal would provide for the Califon Borough chapter of the Hunterdon County Wastewater Management Plan. This amendment proposal was submitted by Hunterdon County.

Proposed Amendments to the Atlantic County, Cape May County, Lower Delaware, Ocean County, and Tri-County Water Quality Management Plans
In accordance with the Statewide Water Quality Management Planning rules (N.J.A.C. 7:15-3.4), the New Jersey Department of Environmental Protection (Department) is seeking public comment on proposed amendments to the Atlantic County, Cape May County, Ocean County, Lower Delaware, and Tri-County Water Quality Management (WQM) Plans. The Department is proposing these amendments to modify sewer service area (SSA) boundaries depicted on the Future Wastewater Service Area (FWSA) maps adopted by the Department for Atlantic County on November 6, 2013 (see 45 N.J.R. 2499(a)), Burlington County on May 7, 2013 (see 45 N.J.R. 1415(a)), Camden County on June 18, 2013 (see 45 N.J.R. 1856(a)), Cape May County on November 6, 2013 (see 45 N.J.R. 2488(a)), Cumberland County, Rural District, on February 1, 1999 (see 31 N.J.R. 689(a)), the non-consolidated portion of Gloucester County on September 4, 2013 (see 45 N.J.R. 2268(b)), the consolidated portion of Gloucester County on December 8, 2008 (see 41 N.J.R. 671(a)), and Ocean County on February 7, 2013 (see 45 N.J.R. 474(b)). The proposed amendments will modify the SSA delineation in portions of these counties within the Pinelands Areas in order to be consistent with the Pinelands Comprehensive Management Plan (CMP) pursuant to the Memorandum of Understanding (MOU) executed between the Department and the New Jersey Pinelands Commission (Commission), dated April 9, 2012.
Please note that the amendments were previously proposed but not adopted. The amendments are being re-proposed and the public notice and comment process is being reinitiated. This public notice will begin a new 30-day public comment period, including a new public hearing on May 13, 2015, to accept public comment on the proposed amendment. All comments submitted during the comment period and at the public hearing on the previous notice shall also be considered by the Department in reviewing the current amendment proposal.

Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management Plan
In accordance with the Statewide Water Quality Management Planning rules (N.J.A.C. 7:15), a public notice for a Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management (WQM) Plan was published on October 20, 2013 in the New Jersey Register. This amendment proposal would provide for a Middlesex County Future Wastewater Service Area (FWSA) map. This amendment proposal was submitted by Middlesex County.
Please note that a FWSA map for Middlesex County was twice previously proposed but not adopted. The FWSA map for Middlesex County is being reproposed and the public notice and comment process is being reinitiated. This public notice will begin a new 30-day public comment period, including a new public hearing on November 24, 2014, to accept public comment on the proposed amendment. Proposed Correction to a Proposed Amendment to the Tri-County
Water Quality Management Plan
In accordance with the Statewide Water Quality Management Planning rules (N.J.A.C. 7:15-3.4), a public notice for a Proposed Correction to a Proposed Amendment to the Tri-County Water Quality Management (WQM) Plan was published on June 3, 2013 in the New Jersey Register, and The Burlington County Times. This correction proposal modifies the previously proposed amendment to adopt a future wastewater service area (FWSA) map for Burlington County. The modified FWSA map would exclude from sewer service area (SSA) a Coastal Environmentally Sensitive Planning Area in Bass River Township, New Jersey, which was inadvertently included in SSA on the proposed map.

The proposed amendment would create the Woolwich Township Wastewater Management Plan Chapter of the Gloucester County Wastewater Management Plan. The amendment proposal was submitted by Gloucester County in accordance the Water Quality Management Planning Rules at N.J.A.C. 7:15 and with P.L.2011, c.203 (enacted on January 17, 2012).
