Proposed Amendment to the Ocean County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Ocean County Water Quality Management (WQM) Plan will be published on September 5, 2023, in the New Jersey Register. The proposed amendment, identified as Ocean County Parks and Recreation Administration Building (Program Interest No. 435448, Activity No. AMD220007), would expand the expand the sewer service area (SSA) of the Ocean County Utilities Authority Central Wastewater Pollution Control Facility (OCUA Central WPCF) by 0.30 acres to serve the existing Ocean County Parks and Recreation Administration office building on Block 444, Lot 71 (portion), in Toms River Township, Ocean County. The existing 8,000 square foot building is presently served by three septic systems. The existing septic systems will be closed and the wastewater conveyed to the OCUA Central WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0029408). The proposed project would generate a projected wastewater flow of 800 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3.

Proposed Amendment to the Mercer County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Mercer County Water Quality Management (WQM) Plan will be published on September 5, 2023, in the New Jersey Register. The proposed amendment, identified as “Moore Residence – 106 Hopewell Rocky Hill Road” (Program Interest No. 435452, Activity No. AMD210004) would expand the sewer service area (SSA) of the Stony Brook Regional Sewerage Authority (SBRSA) Hopewell Sewage Treatment Plant (NJPDES No. NJ0035301) by 0.04 acres to serve an existing single-family home located on Block 8, Lot 66, in Hopewell Township, Mercer County. The home is currently served by an onsite system which will be abandoned and closed upon connection to the sewer. The project will generate a projected wastewater flow of 300 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3.

Proposed Amendment to the Monmouth County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth County Water Quality Management (WQM) Plan will be published on September 5, 2023, in the New Jersey Register. The proposed amendment, identified as “Woodward Estates” (Program Interest No. 435462, Activity No. AMD200003), would expand the Western Monmouth Utilities Authority sewage treatment plant (WMUA STP) sewer service area (SSA) by 19.34 acres to serve a proposed residential development on Block 67, Lots 22 (portion), 25 (portion), 32 and 35.02 in Manalapan Township, Monmouth County. No development is proposed on Lot 32, and Lot 35.02 is already in the approved SSA; therefore, those lots are not the subject of this amendment. The proposed project includes 130 three-bedroom townhomes, to be located on Lot 22, and 55 age-restricted affordable apartments consisting of 11 one-bedroom, 33 two-bedroom, and 11 three-bedroom apartments, to be located on Lot 25. The sewer service area expansion would also include the existing Yorktowne Social Club, located on Block 67, Lot 21, which is presently served by an individual subsurface sewage disposal system (ISSDS septic system). The existing septic system will be closed and all wastewater will be conveyed to the WMUA STP. The projected wastewater flow of 49,545 gallons per day (gpd), calculated in accordance with N.J.A.C. 7:14A-23.3, is to be received by the WMUA STP (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0023728).

Proposed Amendment to the Ocean County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Ocean County Water Quality Management (WQM) Plan will be published on August 7, 2023, in the New Jersey Register. The proposed amendment, identified as “2030-2040 Whitesville Road ” (Program Interest No. 435438, Activity No. AMD230003) would expand the sewer service area (SSA) of the Ocean County Utilities Authority Central Wastewater Pollution Control Facility (OCUA Central WPCF) by 5.66 acres to serve a proposed residential development of 11 single family homes on Block 318, Lots 1 (portion), 564, and 565 and Block 319, Lots 1 (portion), 635 (portion), 636, and 637 in Toms River Township, Ocean County. Nine of the homes are proposed 5/6-bedroom homes. Two of the proposed homes and two existing homes are located on Block 318/Lots 1, 544-548 and Block 319/Lot 1 within the presently adopted SSA and are not the subject of this amendment. The amendment portion of the proposed project would generate a projected wastewater flow of 2,100 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3 to be received by the OCUA Central WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0029408).

Proposed Amendment to the Ocean County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Ocean County Water Quality Management (WQM) Plan will be published on August 7, 2023, in the New Jersey Register. The proposed amendment, identified as “122-128 Hope Chapel Road/Hope Road LLC” also known as “Schindler Court” (Program Interest No. 435448, Activity No. AMD220005), would expand the Ocean County Utilities Authority Northern Water Pollution Control Facility (OCUA Northern WPCF) sewer service area (SSA) by 1.04 acres to include one (1) existing 6-bedroom single-family dwelling and two (2) proposed 6-bedroom single-family dwellings located on Block 13601, Lots 9 (portion) and 10 (portion), in Jackson Township, Ocean County. An existing single-family home located on Lot 9 will be demolished. The amendment area is a portion of a proposed subdivision (Schindler Court) that includes four additional single-family home lots located in the currently adopted SSA in Lakewood Township, and which are not the subject of this amendment. The proposed amendment portion of the project would generate a projected wastewater flow of 900 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3 to be received by the OCUA Northern WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0028142).

The proposed project consists of four 4-bedroom single family homes. The proposed amendment would generate a projected wastewater flow of 1,200 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3 to be received by the OCUA Central WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0029408).

Proposed Amendment to the Upper Raritan Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Upper Raritan Water Quality Management (WQM) Plan will be published on August 7, 2023, in the New Jersey Register. The proposed amendment, identified as “Readington Township Block 38/Lot 86” also known as “Harriet’s Mobile Home Park” (Program Interest No. 435434, Activity No. AMD200003), would expand the Readington – Lebanon Sewerage Authority (RLSA) Sewage Treatment Plant (STP) sewer service area (SSA) by 1.753 acres to serve an existing mobile home park. There are 22 existing mobile home units, and the number of units can be expanded to provide a maximum of 24 units, located on Block 38, Lot 86 in Readington Township, Hunterdon County. The existing mobile home units include two (2) 1-bedroom units, eighteen (18) 2-bedroom units, and two (2) 3-bedroom units. The two (2) proposed units would be 2-bedroom units. Wastewater treatment for the existing mobile home park is currently provided by two septic systems, which will be abandoned. The proposed project would generate a projected wastewater flow of 5,400 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3 to be received by the RLSA STP (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit # NJ0098922)

Proposed Amendment to the Upper Raritan Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Upper Raritan Water Quality Management (WQM) Plan will be published on August 7, 2023, in the New Jersey Register. The proposed amendment, identified as “Readington Township Block 81 Lot 1” (Program Interest No. 435434, Activity No. AMD200011), would expand the Raritan Township Municipal Utilities Authority (RTMUA) Sewage Treatment Plant (STP) sewer service area (SSA) by 8.4 acres to serve a proposed 80-unit affordable housing apartment development located on Block 81, Lot 1, in Readington Township, Hunterdon County. The proposed development includes sixteen (16) 1-bedroom units, forty-three (43) 2-bedroom units, and twenty-one (21) 3-bedroom units. The proposed project will generate a projected wastewater flow of 18,375 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3, which will be conveyed to the RTMUA STP (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit # NJ0022047).

Proposed Amendment to the Northeast Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Northeast Water Quality Management (WQM) Plan will be published on August 7, 2023, in the New Jersey Register. The proposed amendment, identified as “Mason Ridge - Denville” (Program Interest No. 435442, Activity No. AMD220004) would expand the sewer service area (SSA) of the Parsippany-Troy Hills Wastewater Treatment Plant (WWTP) (NJPDES No. NJ0024970) by 6.978 acres on Block 21401, portion of Lots 1, and 2, in Denville Township, MorrisCounty, to serve a proposed 120 residential unit multi-family residential development (96 market-rate and 24 affordable units) consisting of 4 one-bedroom apartments, 15 two-bedroom apartments and 101 three-bedroom apartments or townhouses. There are 4.376 acres of the project site located within the currently adopted SSA on Lots 1, 2 and 3. Of the currently adopted SSA, 2.302 acres will be removed from the SSA. An additional 0.745 acres of the currently adopted SSA will be removed and conserved along with an additional 5.659 acres of the project site, for a total of 6.404 acres conserved. The project will generate a projected wastewater flow of 34,275 gallons per day (gpd) of which 28,575 gpd will be generated by the portion of the project located within the proposed sewer service area, calculated in accordance with N.J.A.C. 7:14A-23.3.

The proposed amendment, identified as “00 Hamilton Drive, LLC” (Program Interest No. 435434, Activity No. AMD230001) would expand the sewer service area (SSA) of the Somerset Raritan Valley Sewerage Authority (SRVSA) (NJPDES No. NJ0024864) by 6.42 acres to serve 9 proposed single family three-bedroom homes located on a portion of Block 183.05, Lot 35, in Hillsborough Township, Somerset County. The project will generate a projected wastewater flow of 2,700 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3.

Public Hearing on the Colts Neck Manor – Monmouth County WQMP Amendment Proposal
On June 5, 2023, the Bureau of NJPDES Stormwater Permitting and Water Quality Management published a public hearing announcement for the Colts Neck Manor amendment to the Monmouth County Water Quality Management Plan in the New Jersey Register (55 N.J.R. 1234(a)). The public hearing is scheduled for 10:00 am on July 13, 2023, and will be conducted virtually via Microsoft Teams. The hearing will remain open until 12:00 pm or the conclusion of all public testimony, whichever is earlier.

Proposed Amendment to the Ocean County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Ocean County Water Quality Management (WQM) Plan will be published on June 19, 2023, in the New Jersey Register. The proposed amendment, identified as “St. Mary’s Commercial Center” (Program Interest No. 435448, Activity No. AMD200007) would expand the sewer service area (SSA) of the Ocean County Utilities Authority Central Wastewater Pollution Control Facility (OCUA Central WPCF) by 8.1 acres to serve a proposed commercial development located on Block 145 Lot 6.03 (formerly a portion of Lot 9) within Toms River Township, Ocean County. The proposed project consists of a 14,800 square foot (sq. ft.) drugstore, a 75-seat fast food restaurant, a 3,800 sq. ft. bank, and a 12,000 sq. ft. retail store/office. The proposed project would generate a projected wastewater flow of 4,185 gallons per day (gpd), as calculated in accordance with N.J.A.C. 7:14A-23.3, to be received by the OCUA Central WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) permit #NJ0029408).

A public notice regarding a public comment period extension and public hearing for a Proposed Amendment to the Upper Delaware Water Quality Management Plan will be published on June 5, 2023, in the NJR. The February 21, 2023 publication of the NJR (55 N.J.R. 324(a)) contained preliminary notice regarding the proposed “Lincoln Logistics Franklin” (Program Interest No. 435437, Activity No. AMD210002) amendment in Franklin Township, Warren County. A public hearing will be held on July 12, 2023 at 2:00 PM via Microsoft Teams. The hearing will conclude at 4:00 PM or the conclusion of all public testimony, whichever is earlier. For those without access to web meetings, the hearing will also be accessible by phone for audio only. Proposed Amendment to the Monmouth County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth County Water Quality Management (WQM) Plan will be published on June 5, 2023, in the New Jersey Register. The proposed amendment, identified as “Colts Neck Manor” (Program Interest No. 435462, Activity No. AMD230001) is located on Block 22, Lot 18 (portion) within Colts Neck Township, Monmouth County. This amendment would allow for the construction a proposed residential development consisting of 180 one-bedroom apartments, 165 two-bedroom apartments, 15 three-bedroom apartments, a clubhouse with a swimming pool, and a maintenance building that would generate a projected wastewater flow of 71,250 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3, to be served by a new onsite discharge to ground water (DGW) wastewater treatment and disposal system. The project site is within the currently adopted DGW sewer service, however, that sewer service area was adopted for a significantly smaller scale project and this current WQM Plan amendment is required pursuant to N.J.A.C. 7:15-3.2(c). This amendment also proposes to remove 11.01 acres of the presently adopted DGW sewer service area. A virtual public hearing on the proposed amendment will be held on July 13, 2023. The Department will also be accepting comments on the draft NJPDES DGW Permit Major Modification (NJ0157058) associated with the proposed development at the hearing.

Proposed Amendment to the Northeast Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Northeast Water Quality Management (WQM) Plan will be published on June 5, 2023, in the New Jersey Register. The proposed amendment, identified as “Iron Mountain Road” (Program Interest No.435442, Activity No.220001) would expand the sewer service area (SSA) of the Rockaway Valley Regional Sewerage Authority (NJPDES No. NJ0022349) by 3.77 acres on Block 202, Lot 1 in Mine Hill Township, Morris County to servea 393,335 square foot (sf) warehouse building comprised of 374,500 sf of warehouse space and 18,835 sf of office space. The project site also includes Block 203, Lots 12.01 and 14.01, which are already partially located within currently approved SSA and are not the subject of this amendment. The project will generate a projected wastewater flow of 17,484 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3.

Proposed Amendment to the Tri-County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Tri-County Water Quality Management (WQM) Plan will be published on May 1, 2023, in the New Jersey Register. The proposed amendment, identified as “KOA – East Greenwich” (Program Interest No. 435433, Activity No. AMD210008) would expand the sewer service area (SSA) of the Gloucester County Utilities Authority Sewage Treatment Plant (GCUA STP) (NJPDES No. NJ0024686) by 10 acres to serve 86 campsites (69 sites for RV, 2 for tents and 15 for RV/cabin) and an 1,800 SF restroom/shower and self-service laundry building located on a portion of Block 204, Lot 19.02, in East Greenwich Township, Gloucester County. The proposed project is an expansion of an existing campground located on the adjacent Lot 24 that is already in the approved SSA. In addition, this amendment will make a mapping change to Lot 24, as the approved SSA mapping appears to not line up with parcel boundaries. The project will generate a projected wastewater flow of 12,420 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3.

Proposed Amendment to the Upper Raritan Water Quality Management Plan

The proposed development is to be served by a proposed on-site Discharge to Groundwater wastewater treatment system. On July 5th, 2022, the Bureau of NJPDES Stormwater Permitting and Water Quality Management published a public hearing announcement for the White - 519 Commerce Center amendment to the Upper Delaware Water Quality Management Plan in the New Jersey Register (54 N.J.R. 787(a)). The public hearing is scheduled for 10:00 am on August 5th, 2022, and will be conducted virtually via Microsoft Teams. The hearing will remain open until 12:00 pm or the conclusion of all public testimony, whichever is earlier.

Proposed Amendment to the Sussex County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Sussex County Water Quality Management (WQM) Plan will be published on February 7, 2022, in the New Jersey Register. The proposed amendment, identified as “Milly’s Court” (Program Interest No. 435459, Activity No. AMD170002) would expand the sewer service area (SSA) of the Sussex County Municipal Utilities Authority’s Upper Wallkill Valley Water Control Facility (SCMUA UWVWCF) by 7.59 acres to serve a proposed residential development located on Block 2701, Lot 2 (portion) in Franklin Borough, Sussex County. Four and three quarters acres of presently adopted sewer service area that is located on the property is proposed to be removed by this amendment. The proposed amendment portion of the project consists of 91 one-bedroom apartments, 105 two-bedroom apartments, and 28 three-bedroom apartments. The entire proposed project also includes 21 additional one-bedroom apartments, 15 additional two-bedroom apartments, and a clubhouse and pool, however, these buildings are located within the presently adopted sewer service area and therefore, are not the subject of this amendment. The proposed amendment portion of the project would generate a projected wastewater flow of 45,675 gallons per day (gpd), as calculated in accordance with N.J.A.C. 7:14A-23.3, to be received by the SCMUA UWVWCF (New Jersey Pollutant Discharge Elimination System (NJPDES) permit #NJ0053350).

The proposed amendment, identified as the “Deptford Redevelopment Area-Proposed Warehouse “(Program Interest No. 435433, Activity No.AMD200002) would expand the sewer service area (SSA) of the Gloucester County Utilities Authority (GCUA) Sewage Treatment Plant (STP), NJPDES No. NJ0024868, by 2.8 acres on portions of Block 387.01; Lots, 33, 36 & 50, in Deptford Township, Gloucester County. The proposed project site is 143 acres of which approximately 92 acres are currently designated as SSA of the GCUA STP. The expanded SSA would allow for the proposed development consisting of the construction of two warehouses, 1,200 square feet (sf) and 150,215 sf in size, and a 8,000 sf retail building. The project will generate a projected wastewater flow of 19,550 gallons per day (gpd) as calculated in accordance with N.J.A.C. 7:14A-23.3.

Notice of Extension of Comment Period for Proposed Amendments Published April 6, 2020
The comment period on four proposed Water Quality Management Plan amendments has been extended. The public notices of the proposed amendments were published in the April 6, 2020 New Jersey Register identifying a 30-day public comment period. Subsequent to the filing of these notices for publication, by Executive Order No. 103, dated March 9, 2020 (EO 103), Governor Phil Murphy declared that a Public Health Emergency and State of Emergency exists in the State of New Jersey as a result of COVID-19. In light of the disruption caused by the COVID-19 virus, the public comment periods for each of these proposed amendments is extended to 60 days. The affected amendments are: Cape May County WQM Plan - Ocean Isle Campground; Lower Delaware WQM Plan - Galetto SSA; Northeast WQM Plan - Guru Nanak, Inc.; Northeast WQM Plan – Mine Hill WMP Chapter.

A preliminary notice was published in the New Jersey Register on September 03, 2019, at 51 N.J.R. 1435(a) seeking public comment on the proposed amendment (Program Interest No. 435437, Activity No. AMD170002), identified as “Haberman Hampton.” The proposed amendment would establish a new on-site wastewater treatment plant that discharges to ground water and a new sewer service area of 47 acres to serve a proposed development consisting of 142 single-family homes, 146 multi-family attached units, and 45 multi-family attached affordable units, and 6,000 square feet of commercial space, on a portion of Block 23, Lot 1 in Hampton Borough, Hunterdon County. The proposed project would generate a projected wastewater flow of 86,175 gallons per day to be received by the new subsurface sewage disposal system. A non-adversarial public hearing will be held from 5:00 – 7:00 PM on Tuesday January 21, 2020, at the Hunterdon County Administration Route 12 County Complex, NJ-12, Flemington, NJ 08822. The public comment period is extended to February 3, 2020.
