ESSA Nonpublic Ombudsman

Sections 1117(a)(3)(B) and 8501(a)(3)(B) of the ESEA as amended by ESSA require each state to designate an "ombudsman to monitor and enforce" the legislative requirements for the participation of nonpublic school students, teachers and other educational personnel in ESEA programs. The NJDOE has designated Constance Webster, Ph.D., as the Nonpublic Ombudsman. Constance will serve as the NJDOE's primary point of contact for addressing questions and concerns from nonpublic school officials and Local Education Agencies (LEAs) regarding the provision of equitable services under Title I, Part A, and Title VIII of ESEA as amended by ESSA.
