The goal of PASP is to support individuals with disabilities so that they may remain active participants in their community. PASP is a supplemental personal care program designed for NJ residents, ages 18 to 70, who have permanent physical disabilities, are capable of directing their own services, and are either employed, preparing for employment, attending school, or involved in community volunteer work.  PASP provides routine, non-medical personal care assistance based on individual need, up to a maximum of 40 hrs./week. PASP eligibility is not income based. However, there is a sliding scale fee cost share component for some participants, depending on level of income. 

Here's how it works:

An assessment is completed to determine the number of hours a participant will receive. Those hours are then converted to a cash allowance. The cash allowance, which is managed by a state contracted fiscal intermediary organization, is used by the participant to purchase required services. With assistance from a County Consultant, participants will develop and follow a cash management plan (CMP), which outlines exactly how their cash allowance will be spent. 

A distinction between PASP and New Jersey's other personal care assistance programs is that PASP requires self direction; meaning the individual with the disability must direct his/her own services.  PASP offers participants choice, flexibility, control and the opportunity to manage their personal care services. 

PASP program participants:

  • Receive a cash allowance every month to purchase their own services
  • Decide exactly which services they need and want
  • Choose who will provide the services
  • Tailor the services to meet their schedule
  • Create their own individualized plan to direct their personal care needs

Personal assistants help with tasks such as:

  • light house keeping
  • bathing
  • dressing
  • preparing meals
  • shopping
  • driving or using public transportation


Applicants must:

  • reside in New Jersey
  • have a permanent physical disability
  • be between the ages 18 and 70 years old
  • live in the community
  • be capable of directing and supervising their own services
  • be employed, preparing for employment, in school, or actively volunteering in the community

County Consultants screen and enroll eligiblie participants, work with participants to develop cash managment plans, and are there to assist in any other matters along the way. The PASP is required by law to have a State Consumer Advisory Council on Personal Assistance (hereinafter referred to as the Council). The Council provides a means for consumers to express opinions and views that will affect the quality of personal assistance services in New Jersey. The Council is designed to review and evaluate the effectiveness of the Program and to make recommendations to improve the overall program statewide.
