WHEREAS, the use
of video lotteries are being considered or have been implemented in other
states; and
WHEREAS, institution
of a video lottery could have the potential for generating new State revenues;
and
WHEREAS, a variety
of legal, economic and policy issues would be associated with the institution
of a video lottery system in New Jersey; and
WHEREAS, it is important
that these issues be thoroughly reviewed in order to provide a sound basis
for decision-making;
NOW, THEREFORE,
I, JAMES E. McGREEVEY, Governor of the State of New Jersey, by virtue
of the authority vested in me by the Constitution and by the Statutes
of this State, do hereby ORDER and DIRECT:

There is hereby
established a Video Lottery Study Commission ("Commission") to review
the legal, policy and economic issues associated with the use of video
lottery terminals in New Jersey.

The Commission
shall consist of the Attorney General, a representative of the New
Jersey Sports and Exposition Authority, a representative of the Casino
Control Commission and five (5) distinguished citizens appointed by
the Governor to serve as public members. The Governor shall designate
the chairperson of the Commission.

The Commission
shall report on its review and examination of video lottery issues
within 90 days of the appointment of its members.

The Commission
shall meet at the call of the chairperson. The Commission shall be
staffed by the Department of Treasury, but shall be entitled to call
to its assistance and avail itself of the services of the employees
of any State department, board, bureau, commission or agency, as it
may require and as may be available for its purposes, and to employ
stenographic and clerical assistance and incur traveling and other
miscellaneous expenses as may be necessary in order to perform its
duties, within the limits of funds appropriated or otherwise made
available to it for its purposes.

This Order shall
take effect immediately.
