FVAP News Release #14
October 8, 2002
Back to 2002 Election Update I Division of Elections
Department of Defense
Federal Voting Assistance Program (FVAP)

NEW JERSEY TO ISSUE CORRECTED ABSENTEE BALLOTS FOR THE U.S. SENATE GENERAL ELECTION ON NOVEMBER 5, 2002
On October 2, 2002, the New Jersey Supreme Court ordered the name of Robert G. Torricelli be removed from the November 5, 2002 General Election ballot as a Democratic candidate for the office of United States Senate to be replaced with the name of Frank L. Lautenberg. The counties of Cape May, Gloucester, Mercer, Morris and Somerset were the only counties in New Jersey that had already started sending out absentee ballots with Mr. Torricelli's name on them. All of those affected voters will receive a corrected ballot including instructions for its return.

Uniformed Services and overseas citizen voters from New Jersey who may have received an absentee ballot with Robert Torricelli's name on it should check that their second absentee ballot is marked "Corrected". The corrected ballot will contain the names of the following individuals as candidates for the United States Senate: Douglas R. Forrester, Frank R. Lautenberg, Ted Glick, Elizabeth Macron, Gregory Pason and Norman E. Wahner. These voters are urged to vote the "Corrected" ballot and to return it immediately upon voting.

New Jersey allows overseas voters to receive absentee ballots and to return voted ballots by fax. By judicial decree, for the November 5, 2002 election, the faxing provision has been expanded to include stateside Uniformed Services personnel and their family members. Those citizens of New Jersey who desire to receive their absentee ballot by fax should provide their county clerk with their complete commercial fax number, including country codes necessary when dialing from the U.S. If the citizen returns the voted ballot by fax, it must be followed by mailing the original, signed voted ballot to the county clerk. Citizens should be aware that by faxing the ballot they are giving up their right to secrecy of their vote. They will need to sign a waiver form that should be included in the ballot materials. Please refer to Appendix C of the 2002-03 Voting Assistance Guide (available at www.fvap.gov) for specific instructions and blank cover sheet for use when transmitting election
> materials electronically. Use only the following numbers for faxing:

DSN 223-5527
(703) 693-5527
1-800-368-8683

Toll-free numbers outside the U.S. are listed at
www.fvap.gov/learn/faxing.html.

Overseas voters who have not received their state absentee ballot can use the Federal Write-In Absentee Ballot (Standard Form 186) (FWAB) to vote for candidates for Federal office. FWABs are available from their Voting Assistance Officer (VAO) in their unit or at their embassy or consulate.

VAOs should contact those citizens they assist who are New Jersey voters and inform them of this news release and provide help to them in acquiring the corrected absentee ballot.

Further information is available at the New Jersey Elections Division website, www.njpublicsafety.com/election2002_update.html.

Questions regarding the above may also be referred to the Director, Federal Voting Assistance Program, Department of Defense, Washington Headquarters Services, 1155 Defense Pentagon, Washington, DC 20301-1155. Additionally, the FVAP can be reached via e-mail at vote@fvap.ncr.gov.
