Proposed Rule Amendments - Motor Vehicle Inspection Rules The Motor Vehicle Commission has proposed amendments to its regulations pertaining to the enhanced motor vehicle inspection and maintenance program and the diesel emission inspection and maintenance program. A major component of the Motor Vehicle Commission’s proposal is the adoption of a two-speed idle emission test for gasoline-fueled and bi-fueled motor vehicles with model years 1981 through 1995 having a gross vehicle weight rating of 8,500 pounds or less to replace the loaded-mode dynamometer-based emission test for such motor vehicles. The proposal also includes the adoption of a regulatory framework for the implementation of on-board diagnostics (OBD) inspections for OBD-equipped and OBD-eligible diesel-fueled motor vehicles with model year 1997 and newer having a gross vehicle weight rating of 8,500 pounds or less. The proposal also specifies certain classes of motor vehicles that will be subject to inspection on an annual rather than a biennial basis. The proposal also eliminates the waiver provisions that are set forth in the existing enhanced motor vehicle inspection and maintenance program rules. A public hearing with regard to this proposal will be held on Monday, June 8, 2009 at 10:00 A.M. at the Department of Environmental Protection’s First Floor Public Hearing Room, 401 East State Street, Trenton, New Jersey. The public has until June 19, 2009 to submit comments to the Motor Vehicle Commission with regard to this proposal. Comments should be directed to: Steven E.
