Neda Hartman is Senior Counsel for the New Jersey Highlands Council. She is an experienced attorney specializing in administrative law.

Prior to joining the Highlands Council, Neda worked for the Department of Community Affairs (DCA) in the Division of Disaster Recovery and Mitigation (DRM). Among her most notable contributions while at DCA, Neda drafted American Recovery Plan Act (ARPA) Grant Agreements and Memorandums of Understanding for the $6-billion rescue package that New Jersey received to facilitate recovery from the devastating economic and health effects of the COVID-19 pandemic. Neda also served as DRM’s Administrative Law Appeals Officer and Open Public Records Custodian. Additionally, Neda drafted and issued Requests for Proposals for new contracting opportunities, and managed Federal compliance and reporting for DRM and state partners in the areas of Section 3, Minority and Women-Owned Business Enterprises (MWBE) and Limited English Proficiency (LEP).

Neda has a B.A. from Rutgers University in Criminal Justice, and a J.D. from Florida Coastal School of Law, where she was Vice President and a Founding Officer of the Family Law Society and received Pro Bono honors. She is admitted to practice law in New Jersey.
