The project involves developing a comprehensive, region-wide program and strategy for land preservation for the New Jersey Highlands.     To develop or update Watershed Restoration and Protection Plans for one or more subwatershed(s) within the Highlands Region to improve water quality and the associated watershed(s). (CLOSED: April 17, 2023)

    Request for Qualifications (RFQ): To Provide Affordable Housing Guidance
    To advise and assist the Highlands Council with implementation of the Regional Master Plan (RMP) and compliance with the Fair Housing Act, affordable housing obligations, and the provisions of Executive Order 114, 2008 (EO 114). (CLOSED: March 2023)

    Request for Qualifications (RFQ): Special Counsel
    Law firm to serve as Special Counsel to handle all aspects of legal representation of local government units located in the Highlands Region in causes of action filed against the local government units that fall under N.J.S.A. 13:20-20, when required due to conflicts or potential conflicts or as otherwise deemed appropriate by the Council.     Request for Proposals (RFP): Climate Guidance
    To develop a guidance document that will assist Highlands municipalities in gaining full compliance with Section 19, subsections b(2) (f), (g) and (h) of the New Jersey Municipal Land Use Law (MLUL), P.L.1975, c.291 (C.40:55D-28). The subsections require that communities incorporate smart growth, storm resiliency, environmental sustainability, electric vehicle charging infrastructure planning, and climate change related hazard vulnerability assessments into the land use plan element of the municipal master plan.     RFP: Annual Audit
    To conduct a financial audit for the fiscal year ending June 30, 2021 and with the option of conducting such audits for each of the four subsequent fiscal years. (CLOSED: Friday, June 4, 2021).

    Highlands Regional Master Plan (RMP) Monitoring Program Recommendation Report (MPRR)

    To aid in the development of a Highlands Regional Master Plan (RMP) Monitoring Program Recommendation Report (MPRR). Tasks include: compilation of appropriate indicators and milestones; facilitation of Stakeholder and Technical Advisory Committee meetings and public outreach sessions; development (with Council staff) of the MPRR and a proposed science and research agenda to update and enhance the knowledge base that supports the RMP.  (CLOSED: March 7, 2014)

    Fiscal Impact Assessment of the Highlands Water Protection and Planning Act

    To complete a Fiscal Impact Assessment of the Highlands Act and associated Regional Master Plan that will inform a Regional Master Plan Monitoring Report, which the Council intends to prepare.(CLOSED: February 7, 2014)

    Web Based Public Comment Portal in support of the Highlands Regional Master Plan Recommendation Report

    To develop a web-based platform for collecting, managing, and analyzing public comments regarding the upcoming update of the Regional Master Plan. (CLOSED: October 25, 2013)

    Fiscal Analysis of Potential Municipal TDR Receiving Zones

    To develop a method of fiscal analysis that provides a municipality with an understanding of the fiscal and local economic impacts of being a potential TDR receiving zone, a potential Highlands Center Designation, and/or a potential Highlands Redevelopment Area. (CLOSED: July 12, 2013)

    Highlands Region Functional Ecosystem Valuation Model and Forest Conservation Guidance

    To assist in addressing the Highlands Regional Master Plan (RMP) Forest Resource Management and Sustainability and Critical Habitat Conservation Management programs in Chapter 5, Part 1 of the RMP, and enhance and provide program specific requirements for maintaining, restoring and enhancing the natural resources of the Highlands Region.
