NEWARK
– Vincent J. Oliva, a former F.B.I.
agent and state and federal prosecutor who
most recently served as Director and Senior
Associate General Counsel of UBS Financial
Services, Inc., has been appointed Chief
of the New Jersey Bureau of Securities (BOS),
Attorney General Anne Milgram announced.
Oliva,
who resides in Ridgewood, will take charge
of the BOS on Monday, October 15. The BOS
administers and enforces the state’s
Uniform Securities Law, registers investment
advisors, financial planners and broker-dealers
doing business in New Jersey and acts to
protect investors by initiating investigations
and lawsuits when warranted.
“Vincent
Oliva has investigated and prosecuted white
collar crimes, including securities and
investment fraud, throughout his career,”
Attorney General Milgram noted. “Through
his work within the financial industry,
he knows firsthand the rules and regulations
that must be followed by those who interact
with investors.”
The
BOS oversees more than 3,900 investment
advisor firms and 25,000 investment advisors,
as of the end of 2006. There were more than
2,800 securities firms and 206,000 securities
agents registered with the BOS at the end
of 2006.
“The
work of the Bureau of Securities touches
every New Jerseyan who is looking to invest
his or her hard-earned dollars,” Oliva
said. “I am committed to educating
investors to the scams that exist, ferreting
out the con artists who attempt to enrich
themselves at the expense of investors and
holding them accountable for their actions.”
Oliva
worked as a special agent at the F.B.I’s
Denver office in the 1980s, serving on the
White Collar Crime Squad that investigated
securities fraud. He then joined the New
York County District Attorney’s Office,
serving as an Assistant District Attorney
in the Trial Division. Oliva returned to
Colorado when he joined the United States
Attorney’s Office in Denver as an
Assistant U.S. Attorney in the Complex Crimes
Unit.
At
the U.S. Attorney’s Office, he prosecuted
four major fraud trials in federal district
court. These prosecutions included a penny-stock
price manipulation case, two financial statement
fraud cases involving insider trading, and
an investment fraud/money laundering case.
Oliva,
50, is the father of four children and is
active in community organizations in Bergen
County.
