Attached for inclusion in your copy of the NJDOT Design Manual - Roadway are revisions and additions to the following pages of Table of Contents, Section 3 and Section 14:

14-1 to 14-39 (Add new pages)The new Section 14 and revisions to Section 3 of the NJDOT Design Manual - Roadway have been developed by a joint FHWA/NJDOT Traffic Control Task Force, and are issued for immediate use in Department Projects (Metric version only). Also included is a revised Table of Contents.
Instructions to Designers
This new Section 14 and revised Section 3 of the NJDOT Design Manual - Roadway, along with
- the Traffic Control Details presented in the Standard Roadway Construction/Traffic Control/Bridge Construction Details, October 1996 issued via BDC96D-001,
- the Traffic Control Detail and Roadway Construction Detail Changes issued via BDC97D-003,
- the sections on "Traffic Control Plan Sheets" and "Traffic Control and Staging Plans" presented in the Sample Plans, October 1996 issued via BDC96PR-02 and updated via BDC97PR-007
were prepared to provide designers with general guidelines and examples of minimum desirable applications for typical situations requiring lane closures and/or lane shifts. This information may be used along with the current Manual on Uniform Traffic Control Devices (MUTCD) Part VI to prepare more detailed and site specific Traffic Control Plans that will enable the contractor to construct the project with adequate consideration of safety to motorists, pedestrians and construction workers.
The specifications for ADIEM Construction Zone, Precast Concrete Barrier Curb Type 5(Moveable), TMA and NEAT will be issued in the near future as a BDC Memorandum.

Distribution to In-House Staff and Various Public Agencies
This memorandum along with a copy of Section 14 and changes to Section 3 will be distributed to our In-House Staff and various Public Agencies in accordance with the NJDOT Design Manual - Roadway distribution list by the Office of Document Control. Feel free to make as many copies as you require. In-House Staff can view these files by double clicking on them in the QM shared area of CPMSRV02. To access this area use your File Manager. Go to the drop down menu labled Disk, then pick Connect or Map Network Drive. In the path box type in \\cpmsrv02\QM, then pick OK. Look in the QM\Reference Documents\Design Manual folder.
The electronic files of the Section 14 and Section 3 can also be downloaded in zipped format from the NJDOT Web Page at http://www.state.nj.us/transportation. Click on framed or unframed version depending on your browser. Click on "Capital Program Management", then choose "Capital Program Management Table of Contents", then choose "Baseline Document Change Announcements," Bookmark this site and check regularly. For unzipping of zip format files, a link to the WinZip site is provided.
Distribution to Other Outside Agencies (Consultants, Contractors, etc.)
This memorandum is posted on the NJDOT’s Electronic Bulletin Board System under Conference number 10 - Highway Design, File Area 56 - Baseline Document Change Memorandums. The attachments are in the Design Manual file area. The memorandum along with a copy of Section 14 will be mailed to all NJDOT Design Manual - Roadway holders. Make additional copies as needed.
