Whitman and Machold Announce Appointments
New OMB Director and Deputy Treasurer Named
Trenton, NJ -- New Jersey Governor Christie Whitman
today announced her intention to nominate Charlene Holzbaur,
of Hamilton, as the new Director of the Office of Management
and Budget. Holzbaur replaces Betsy Pugh, who has served in
the post since 1994.
"Charlene Holzbaur has had an extraordinary career in
State government. She is a solid professional who will
continue to distinguish New Jersey's Office of Management
and Budget as one of the finest fiscal control agencies in
the nation," Governor Whitman said.
Holzbaur currently serves as Assistant Director of
Management and Planning in the Office of Management and
Budget (OMB). She began her career in OMB as an auditor
trainee in 1979 and served in various positions before
moving to the Department of Human Services in 1995. There
Holzbaur served as Director of the Division of Medical
Assistance and Health Services and Director of the Divisions
of Medical Assistance and Health Services and Family
Development before returning to OMB earlier this year.
Acting State Treasurer Roland M. Machold said, "I am
very pleased to have Charlene serve as the Director of OMB.
Her breadth of knowledge and years of working in OMB will
make for a smooth transition in the budgeting process."
Holzbaur holds a Masters of Business Administration and
Bachelor of Science in Commerce from Rider College.
Betsy Pugh leaves the State to work for the Central
Park Conservancy as the Senior Vice President of Finance and
Administration.
Machold also announced that Peter R. Lawrance, of
Hopewell, has been named as Deputy State Treasurer.
Lawrance, who has served as the Deputy Director of OMB since
1994, began his career as a Program Research Analyst for the
City of New York. Before moving to OMB, Lawrance worked for
the Office of Legislative Services in various positions,
including Assistant Legislative Budget and Finance Officer.
"Peter has developed a tremendous reputation in his
years of State service," said Machold. "His budget
expertise and professional knowledge will be an asset."
