School Employees' Health Benefits Program - Medical Plan Request For Proposal: Garden State Health Plan

Please be advised that pursuant to P.L. 2020, c. 44 (as amended by P.L. 2021, c. 163), the Garden State Health Plan (GSHP) was to be in effect on January 1, 2022. Because of a delay in the procurement process, implementation of the GSHP will not take effect by January 1, 2022. It is anticipated that the GSHP will be implemented and the open enrollment period will take place later in calendar year 2022.


This Request for Proposal (RFP) is issued by the Division of Pension & Benefits, Department of the Treasury as administrator for the School Employees' Health Benefits Commission. The purpose of this RFP is to solicit Quotes from qualified Vendors to provide an Integrated Delivery Network Program for the Garden State Health Plan for the School Employees' Health Benefits Program.

Please be advised, the Division of Pensions & Benefits is still in the process of evaluating responsive bids. Please continue to monitor this website for updated award information.

  • The date for quote submissions for the Garden State Health Plan RFP has passed. To request a list of organizations that have submitted a quote for this RFP, please send a written request to HBPolicyPlanning@treas.nj.gov.

Dates are subject to change. All times contained in the Request For Proposal refer to Eastern Time. All changes will be reflected in Bid Amendments to the Request For Proposal posted on this website.
