DCA AWARDS OVER $1.9 MILLION IN SMART FUTURE GRANTS |
Grants Awarded to 35 Municipalities and Organizations Across New Jersey |
TRENTON, N.J. – Today, Department of Community Affairs (DCA) Commissioner Joseph Doria announced the award of over $1.9 million in Smart Future Grants to 35 municipalities and organizations in New Jersey.
“DCA continues to encourage smart growth principles as a means to ensure well planned, well managed growth,” said Commissioner Doria. “These grants will help preserve open space, while at the same time creating transit oriented redevelopment and new jobs.”
Smart Future Planning Grants are part of the Smart Future Initiative, which promotes smart growth planning between municipalities and counties throughout New Jersey. They are funded through DCA’s Office of Smart Growth, which is leading the effort to promote sustainable development, protect the environment, preserve open space and revitalize older communities.
The FY2008 Smart Future Grants focus on six key categories: Neighborhood Planning, Community Visioning, Urban Transfer of Development Rights Demonstration Project, Reconnecting Your Community, Transit-Oriented Design Plan, Agriculture Retention and Farmland Preservation Plan.
Neighborhood Planning Grants provide funding for aNeighborhood Plan which includes a comprehensive vision for the future of the neighborhood and helps define goals and strategies for achieving that vision. The plan will be structured in a way that can be integrated into the city’s Master Plan, and ultimately implemented through city policy and land use regulation.
Community Visioning Grants provide funding for a Community Visioning process and report, including the facilitation of public meetings. These projects will engage local residents in a consensus building process to develop a vision for the future of their communities and neighborhoods.
Urban Transfer of Development Rights Demonstration Project Grants provide funding fora Transfer of Development Rights (TDR) Study focusing on transferring development rights from historic or cultural resources, waterfront areas, recreation and/or parkland areas to redevelopment or infill areas within the municipality.
Reconnecting Your Community Grants provide funding for a study that will enumerate strategies to create direct and logical access throughout the municipality. The study will contain an existing conditions assessment, a public education and visioning component, and a complete circulation plan that considers all modes of travel, including an analysis of transit opportunities.
Transit-Oriented Design Plan Grants provide funding for the creation and implementation of a Transit-Oriented Design Plan to encourage growth around transit infrastructure. A Transit-Oriented Design Plan encourages sufficient residential density in a mixed-use configuration for a viable and thriving transit-oriented development that incorporates connectivity, pedestrian safety, streetscape improvements, parking and appropriately scaled design.
Agriculture Retention and Farmland Preservation Plan Grants provide funding for an Agriculture Retention and Farmland Preservation Plan (“Plan”) that conforms with the standards set forth in the State Agriculture Development Committee’s (SADC) Guidelines for Municipal Comprehensive Management Plans and the State Planning Commission Municipal Plan Endorsement Guidelines.
