2005 BIENNIAL HAZARDOUS WASTE REPORT

NEW JERSEY DEPARTMENT OF ENVIRONMENTAL PROTECTION ELECTRONIC REPORTING GUIDE

The New Jersey Department of Environmental Protection (DEP) in partnership with the United States Environmental Protection Agency (EPA) encourages generators to use a computer based submission instead of a paper copy submission to avoid errors. American Resource Management, Incorporated (ARM) under contract with the DEP has two computer based options to assist you in the preparation of the 2005 Hazardous Waste Report. The DEP will not be making the hazardous waste report software available to generators by mailing CD-ROMs to generator’s addresses.

1. WEB-BASED SOFTWARE. The electronic forms are available on ARM's secure web site. To access this site you will need the Internet browser Microsoft Internet Explorer 5.0 or higher. ARM's software is not compatible with the Netscape browser. If you wish, at no charge, you may download Internet Explorer from ARM's web site. To access the web-based version of the hazardous waste report forms, please go to http://www.arminc.net Select “software” then “Easitrak” then “Easitrak for 2005” then “Easitrak 2005 Web-Based Software”. You must register each reporting year for a new password. Select "New User" and you will be asked to enter your EPA ID number, email address, password and your name. Once you have registered, you will be able to access the software. The next time you wish to access this web page, click on “Existing User”, not “New User.” Your Login ID is your EPA ID number. Please be sure to print the software instructions available to you on ARM's web-site before trying to use the software. The instructions for ARM's software are in Adobe .pdf format. If you do not have Adobe Acrobat reader, you may either download it from www.adobe.com or from ARM's web site. While remaining on line, fill out the biennial report forms. Once the forms are completed, you have two options. A) Print the filled out forms on your own printer. Return them by mail to NJ along with the fee verification form and a check. B) Submit them to ARM by clicking on the “SUBMIT to STATE” button on their window. If you don’t click “SUBMIT to STATE” you have not submitted your report. Option B is the preferred method. Even if the Site ID form has been submitted electronically to ARM, the fee verification form, a check and a copy of the signed Site Identification Form (Site ID) must be returned by mail to NJ. The mailing address is listed on the fee verification form. The fee verification form and the Site ID form may be printed from ARM's web site. Do not attempt to electronically return the fee form to ARM. You may not use diskettes, CD-ROMs or e-mail to return your web-based software report directly to NJ.

2. CD VERSION EQUIVALENT. It is strongly suggested that you use the web-based software and not download the CD version. The reason for this suggestion is that ARM is better able to support you using the Web based software.

You must download this software to your hard drive. Please be sure to print the software instructions available to you on ARM's web-site before trying to use the software. The instructions for ARM's software are in Adobe .pdf format. If you do not have Adobe Acrobat reader, you may download it from www.adobe.com or from ARM's web site. Download to your office computer ARM's equivalent of a CD-ROM version. After you have completed the entry of the hazardous waste report data, you will create flat files. The flat files, a fee verification form, a check and a copy of the signed Site ID form must be returned by mail to NJ. The mailing address is listed on the fee verification form. Label the CD-ROM or 3.5 inch diskette with your EPA ID number, company name and “2005 Biennial Report”.

3. CREATING FLAT FILES FROM YOUR DATABASE. If you have previously loaded your hazardous waste report information into a database on your company's server or mainframe, the EPA has a 2005 Hazardous Waste Report File Specification Guide available for you that will allow you to create the properly structured flat files. Adobe Acrobat Reader is needed to use this guide. The guide is available at ARM’s web site, on their “Documentation” page.

Technical support is available for questions concerning the use of the ARM software referred to above. ARM, INC provides this technical support via e-mail (no phones) at info@arminc.net. Your e-mail will be answered within 24 hours. Also, check their web site and select the “Support” page for assistance. Do not contact ARM for guidance regarding hazardous waste issues. Do not contact the EPA for guidance regarding how to use the software.
