Infrastructure of Healthcare Delivery (including Information Technology): Subcommittee #3

+Tentative charge: to review successfully implemented large scale health care information technology systems used by insurers (governmental and private) and large health care provider systems to manage utilization and improve quality and recommend applications that can be adopted in NJ hospitals and/or other high volume providers; to review high cost medical technologies and recommend ways to achieve the optimum distribution of same around the state; and to research new hospital prototypes and recommend methods for converting NJ facilities to the model.

Reimbursements/Payers: Subcommittee #4

Tentative charge: to review the long term viability and adequacy of the Charity Care payment system; to review the adequacy of the current Medicaid payment rates, to both general acute care hospitals and to physicians including recommendations for potential changes (the subcommittee will address the recommendation of the NJHA proposal for the establishment of a Medicaid Commission to review the performance of the Medicaid Managed Care companies operating in New Jersey and overall payment rates for Medicaid Services); to review current policy (with the Dept. of Banking & Insurance) regarding Medical Loss Ratio’s of private health insurers in New Jersey and other issues related to the adequacy of private insurer payment rates to general acute care hospitals; to assess and quantify the loss of Medicare outlier payments to the State of New Jersey in light of recent Medicare changes; to identify the potential impact to New Jersey hospitals of proposed Medicare changes to GME and DSH payments; and to propose a plan of work for a robust forecast of likely impacts of payment changes over the next several years to the financial state of hospitals in New Jersey. As appropriate, the subcommittee will solicit the views from a wide range of stake holders on the items listed above.

Tentative charge: gather and review background information about current statutory and regulatory requirements governing health care facilities specifically in regards to licensing, certificate of need, and oversight through reporting of administrative, financial, and quality data; identify and review issues  pertaining to the Certificate of Need Program including impact of trends in health care delivery, issues related to the implementation of the Certificate of Need Program, and recommendations; identify and review issues related to licensure and health care delivery; recommend revisions in statutes, administrative rules and programs; and serve as liaison to commission subcommittees to assess necessity for legislative reforms.

Hospital/Physician Relationship and Practice Efficiency: Subcommittee #6

Charge: to identify and characterize the most significant factors and aspects of the relationship between New Jersey’s acute care hospitals and physicians affecting institutional viability and financial integrity, cost-effective use of resources, physician relations and practice efficiency, and the delivery of quality health care.  The Subcommittee will focus on high cost-high reward aspects of physician practices and performance and will examine key criteria, including length of stay, prescription drug charges, procedure charges, consults, etc.  The Subcommittee will evaluate the importance and application of available standards and metrics, e.g., best practices, Leapfrog, "report cards," etc. It will pay special attention to the impact and importance of these issues to the situation of New Jersey's most financially stressed acute care hospitals. The Subcommittee will report its findings and conclusions to the full Commission and recommend institutional, legislative and policy initiatives that will positively impact the financial and care crisis affecting New Jersey’s acute care institutions.
