| Rosanne
Fairbanks was appointed the Chief Administrative
Officer (CAO) of the JJC in April, 2003.
Prior to accepting this position, she served
as the Chief Fiscal Officer for the JJC.

| Mrs.
Fairbanks began her career in state service
in the Division of Motor Vehicles in 1978,
working in the Budget and Accounting Office
and eventually becoming the manager of the
unit in 1990. In 1995, Mrs. Fairbanks accepted
an appointment with the Attorney General's
Office to help establish the newly formed
Juvenile Justice Commission. The next year,
she became the first Chief Fiscal Officer
of the JJC, which evolved into a $100 million
budget agency with over 1800 employees and
responsibility for over 1000 juveniles in
JJC facilities and 800 under parole supervision.
As Director, she oversees the Human Resources,
Information Technology, Labor Relations
and Facilities units. |

| Mrs.
Fairbanks serves as the Vice President of
the Board of Directors of the New Jersey
Law and Public Safety Credit Union which
services employees of the Departments of
Law and Public Safety and Corrections, as
well as the Judiciary. She has served in
this capacity for over three years and has
been a board member for more than nine years.

| Mrs.
Fairbanks is a graduate of the College of
New Jersey (formerly Trenton State College)
and holds a Master's degree in Public Administration.
She is a Certified Public Manager through
Fairleigh Dickenson University. She and
her husband live in Hamilton Square and
are the parents of three children. |
