  The D.O.V.E.S. RCH (D.O.V.E.S.) serves the juvenile female population who have been identified with behavioral and substance abuse problems. D.O.V.E.S. is the sole community-based program providing the necessary services and support to all adjudicated juvenile females requiring residential and secure residential placement in New Jersey. Located in Hopewell, NJ the facility is a New Jersey Register of Historic Places. This program encompasses over 600 acres and was the site of the infamous Lindbergh baby kidnapping. Residents are acquainted with the history of this aviation pioneer known as the father of the Trans-Atlantic flights and provide tours as requested by the public. This property, also known as “Highfields,” was once the home of the famous Charles A. Lindbergh Jr. D.O.V.E.S hosts a maximum of 16 residents with 2 relapse beds. The relapse beds are specifically for those who have previously completed the program. Residents are admitted on both committed and probation status ranging in age from 13 to 24.

In addition, D.O.V.E.S. has programming for committed residents, that just missed the mark based on the objective classification scoring tool. These young ladies will be monitored closely and have a separate supervision policy. Once they successfully complete 60 days at DOVES, they will be reclassified to “Community Program” status. The New Jersey State Parole Board determines length of stay for committed residents. Residents on probation status are determined on an individual assessment of needs upon admission.

The Juvenile Justice Commission (JJC) utilizes gender specific programming that is designed to meet the unique needs of female residents. An initial assessment identifies the appropriate level within the JJC’s continuum of care for each resident. Reassessments throughout their program stay help ensure that needs continue to be met appropriately. Residents participate in individual and group counseling, a full academic program, vocational training, recreational activities and pro-social opportunities.

The program provides comprehensive individualized care through a treatment team approach that addresses behavioral, substance abuse and developmental issues. Well-being and healthy living are promoted in a safe and clean environment. An incentive program stresses and recognizes educational gains, pro-social behavior and independence. Each resident is supported physically, emotionally and mentally through clinical services. The spiritual needs of the residents are addressed on an individual basis. The program strives to empower each young woman to become a self-reliant, confident, and well-rounded individual.

Program Goals:

To provide comprehensive individualized care through a treatment team approach to address behavioral issues, substance abuse issues, and developmental issues that are identified. We promote healthy living in a safe and clean environment and emphasize education, independence and well-being for the residents. The program focuses on a gender-specific, cognitive behavioral therapeutic counseling model to address each resident’s needs, through individual, family and group counseling.

Mission Statement:

To provide gender specific treatment services, promote educational enhancement, pro-social norms and attitudes in a clean, safe and nurturing environment that will assist in the transition/re-entry process back into respective communities.

Treatment Philosophy:

At D.O.V.E.S., our approach to helping troubled youth is holistic, treating the mind, body and spirit by utilizing a highly successful group model of treatment.

Treatment Modalities:

  • New-Freedom (Substance Abuse Curriculum)
  • A.R.T. (Aggression Replacement Therapy)
  • Phoenix (Behavior Modification Curriculum)

Residents will have the opportunity to participate in a variety of pro-social activities and events both in house and out of program such as community service, holiday events, educational and recreational trips.

Each resident is discharged with a comprehensive Aftercare plan to aid in their transition/re-entry to the community. Residents are responsible for fulfilling the obligations and requirements of their individual Aftercare plan.

Outside Agencies working in collaboration to better serve our youth:

Dress for Success/Going Places Network
This is a 9-session program designed to provide the tools needed to help women prepare for and obtain employment, including resume writing, interview preparation, and personal branding.

The Petey Greene Program
This program brings tutoring into the program to support academic opportunity.

Thelma Wright Empowerment Program
This program is to help at risk pre-teen and teenage girls understand and maintain their self-worth. This program focuses on empowering girls to achieve economic independence through Education, Mentoring and Life Skills. General topics include relationship building, life skill development, and personal development and team buildings.

Mountain View Program:
This program, as part of a larger statewide teaching initiative called NJ-ASTEPS attempts to identify and recruit most accomplished students from community college programs within our states adult and youth correctional facilities. Once recruited and admitted the students are offered on-going support and guidance in earning a bachelor’s degree, or beyond while managing the re-entry process.

Prevent Child Abuse New Jersey - My Life My Choice Program:
This program is a national leader in the prevention of Commercial and Sexual Exploitation of Children. The curriculum focuses on Attitudes, Knowledge and Skills. This program is most frequently used to reach girls who are at disproportianetly higher risk of being exploited, or who are already survivors of exploitation. Residents are offered a 10-session prevention group onsite at the D.O.V.E.S. program.

GEMS-Girls Educational and Mentoring Services:
This program is specifically designed to make a positive impact in the life of a girl or young woman today and designed to empower this population that has been exposed to commercial sexual exploitation and domestic trafficking.

TASK-Trenton Area Soup Kitchen:
Prevention.

Residents have had the opportunity to attend a private session at the White House in Washington, DC. They visited all the major monuments and museums. During a trip to New York City residents had an opportunity to visit the Statue of Liberty, Ellis Island and 9-11 Memorial. These types of trips are offered to the residents throughout the year on a continual basis.
