NOFA for Housing Counseling Services to assist applicants in CDBG-DR housing and rental programs recover from Superstorm Sandy

Introduction:

The Sandy Recovery Division is part of the New Jersey Department of Community Affairs. It manages the majority of the federal funds being used to assist the State in recovering from Superstorm Sandy. These funds come from the Community Development Block Grant Disaster Recovery (CDBG-DR) programs of the U.S. Department of Housing and Urban Development (HUD). The Division is committed to addressing the long-term needs of New Jersey’s Sandy-impacted residents and communities through programs designed to help homeowners, tenants, landlords, developers and local governments. 

Summary:

The Sandy Recovery Division is seeking qualified organizations to provide services to applicants in CDBG-DR housing and rental programs. These services include, but are not limited to: application assistance for program enhancements; the identification of gap funding (if needed); foreclosure mediation; contractor selection assistance; fraud process navigation; financial literacy; and budget and credit counseling services. 

Proposals in response to this NOFA must be received by DCA by noon on Monday, July 29, 2019. Late proposals will not be accepted.

Term of contract: Awards will be for a term of one year with two (2) optional one-year extensions.
