NOFA for Housing Counseling and Legal Services to assist applicants in CDBG-DR housing and rental programs recover from Hurricane Ida and Superstorm Sandy

Introduction:

The Disaster Recovery and Mitigation Division is part of the New Jersey Department of Community Affairs. It manages the majority of the federal funds being used to assist the State in recovering from Hurricane Ida and Superstorm Sandy. These funds come from the Community Development Block Grant Disaster Recovery (CDBG-DR) programs of the U.S. Department of Housing and Urban Development (HUD). The Division is committed to addressing the long-term needs of New Jersey’s Ida and Sandy-impacted residents and communities through programs designed to help homeowners, tenants, landlords, developers and local governments. 

Summary:

The Disaster Recovery and Mitigation Division is seeking qualified organizations to provide services to applicants in CDBG-DR housing and rental programs. These services include, but are not limited to: application assistance for program enhancements; the identification of gap funding (if needed); foreclosure mediation; contractor selection assistance; fraud process navigation; financial literacy; budget and credit counseling services; and legal services. 

Proposals in response to this NOFA must be received by DCA by noon on Tuesday, November 15, 2022. Late proposals will not be accepted.

Term of contract: Awards will be for a term of three years with three (3) optional one-year extensions for Hurricane Ida and a term of three years for Superstorm Sandy.
