Below are a list of questions and answers we felt would be helpful to prospective bidders.
- Question 1: Is there any preference in the selection criteria for New Jersey based businesses?
- Question 2: The RFP requests comparison to US enterprise zones for benchmarks. Should this be limited to US examples only, or is the Department also interested in examining lessons learned from international examples as well?
- Question 3: Should it be assumed that the certification forms found on the Waiver_and_DPA_Contract_Checklist.pdf are required at the time of proposal submittal? Can you please confirm?
- Question 4: The certification forms ask for a solicitation number. What is the number for this RFP?
- Question 5: Can the Department please expand upon what data is available on the program, in terms of specific information on investment and outcomes within the 32 zones?

Answer: The RFP does not contain a preference for proposals by applicants based in New Jersey. - Question 2: The RFP requests comparison to US enterprise zones for benchmarks. Should this be limited to US examples only, or is the Department also interested in examining lessons learned from international examples as well?
Answer: The RFP requests benchmarks only against those best practices used in other states. - Question 3: Should it be assumed that the certification forms found on the Waiver_and_DPA_Contract_Checklist.pdf are required at the time of proposal submittal? Can you please confirm?
Answer: Yes, fully completed certification forms are required at the time of bid submittal. - Question 4: The certification forms ask for a solicitation number. What is the number for this RFP?
Answer: There is no separate solicitation number for the RFP for the State UEZ program. In its place you should use the UEZ RFP number - 08062018. This number appears on the UEZ RFP page. - Question 5: Can the Department please expand upon what data is available on the program, in terms of specific information on investment and outcomes within the 32 zones?
Answer: The consultant will have access to administrative databases relevant to completion of the study. However, as outlined in Section III of the RFP, applicants are asked to provide “a detailed description of how data will be obtained, analyzed, and used to support recommendations.” Applicants are expected to propose appropriate additional data sources that could be used to track investment and outcomes. - Question 6: Is there a target budget for this contract?
Answer: The Department did not include a budget in the RFP. Any proposal should include the budget amount that is sufficient to deliver all of the outlined services. - Question 7: Should we be accessing a formal application or following a particular format for the narrative and other pertinent portions of the proposal?
Answer: There is no formal application format that must be followed. The application should fully address all aspects of the RFP. - Question 8: Is there a preference for an economic modeling approach?
Answer: The RFP does not mandate a specific economic modeling approach. However, Section III requests that the respondents propose and justify an appropriate economic model that achieves the objectives of the program assessment, as outlined in the RFP. - Question 9: For forms required by the RFP (such as the ones specified below), is the applicant required to provide actual signed and dated forms/certificates?
Yes, an applicant is required to provide actual signed and dated forms/certificates referenced in the RFP.Such as: Ownership Disclosure Form; the Disclosure of Investigations and Other Actions Involving Vendor; the Disclosure of Investment Activities in Iran; the Proof of Business Registration; and the NJ Certificate of Employee Information Report.
