Testing Work Products

Background
During the summer and fall of 2002 the New Jersey Department of Banking and Insurance brought together a team of industry representatives to develop New Jersey based testing recommendations with specific transaction and code set standards that comply with New Jersey State HINT and federal HIPAA regulations. The DOBI Task Force created two subcommittees, a Standards Subcommittee to recommend standards where applicable and a Testing Subcommittee to develop testing protocols specific to New Jersey.

DOBI Task Force Consensus Companion Guide
The primary work product produced by the Standards Subcommittee is the adoption and recommendation of specific X12 transaction standards. In addition to recommending transaction specific version standards, the subcommittee also developed a New Jersey specific Consensus Companion Guide for both the professional and institutional components. This guide outlines specific standard transaction versions (segments and fields) of exactly what the largest New Jersey health insurance carriers would expect to receive all in one worksheet document. This document enables New Jersey based providers to see how health insurance carriers each handle specific data elements, which will aid in understanding the subtle and the significant differences among carriers.

DOBI Task Force Testing Guide
The second committee created by the DOBI Task Force was the Testing Subcommittee. This subcommittee developed a recommended testing approach attached below based on the standards recommended by the Standards Subcommittee. This testing guide outlines in detail how each of the newly adopted standards may be tested before being introduced into a live production environment.
