Office of the Secretary of Higher EducationThe Federal Aviation Administration and the National Air Traffic Controllers’ Association have identified that over ninety percent (90%) of the nation’s airport terminal towers are understaffed. This shortage has only worsened due to the recent federal government shutdown that lasted from October 1 – November 12, 2025. We aim to address this challenge, starting with initiatives in New Jersey.
On June 19, 2025 the Office of the Secretary of Higher Education (OSHE) issued a broadcast encouraging eligible institutions to apply for the Air Traffic-Collegiate Training Initiative.
We are now seeking insights into current aviation programs as well as the potential for developing new pathways in air traffic control and aviation programs.
We kindly ask a designee from all institutions to complete the survey found here to better understand your institution’s current programs and/or pathways currently being considered in air traffic control and aviation administration.
The deadline for survey submission has been extended.
Please complete the following survey by 5 p.m. December 22, 2025: Aviation Degrees & The Study of Air Traffic Control.
