Office of the Secretary of Higher Education

Fall 2025 Cycle for Higher Education Capital Facilities Grant

The Office of the Secretary of Higher Education (OSHE) is responsible for the process to award $50 million committed in the FY26 State Budget for higher education capital facilities to New Jersey City University ("NJCU"). For the Fall 2025 Cycle, NJCU, the only eligible institution, will be funded from two of the revolving state-backed bond programs - $1,142,675.12 will be available from the Higher Education Capital Improvement Fund (CIF) and $4,456,024.20 will be available from the Higher Education Facilities Trust (HEFT). These bond programs were formed to support higher education capital facilities projects. OSHE has determined that priority will be given to projects which address emergent "deferred maintenance" needs.
