    Register to speak here. The public can speak either in person or by phone. If you registered twice—once for in-person and once for phone—your name will be called based on the most recent registration. Deadline to register to speak at the June 5th meeting will be Tuesday, June 3rd at 5 p.m.

    To accommodate as many speakers as possible, comments will be limited to three (3) minutes per person, and individuals may offer comments only once during the meeting.  Groups and organizations should designate one individual to speak on behalf of the group.

    You may also submit comments in writing to the Commission here.  Written comments will become part of the public record. The deadline to submit written comments on the June 5th meeting is Friday, June 6th at 5 p.m.

    12. Public Comment The Commission will hear from invited speakers and the public on the topics noted below. Members of the public may share comments on any of the topics for discussion. In order to maximize the number of individuals permitted to speak, members of the public must register to speak and will be limited to 3 minutes.
      1. Qualifying medical conditions for the Medicinal Cannabis Program: Currently, there are 17 medical conditions approved for participation in the Medicinal Cannabis Program. Should any other medical conditions qualify for program participation? Why? How can medicinal cannabis effectively serve people facing other medical conditions?
      2. Research: How can the Commission support scientific cannabis research efforts? Clinical registrant permits, authorized under N.J.S.A. 24:6I-7, provide one opportunity for institutions to assess patient health and safety in the medical program. What other pathways should the Commission consider to promote or incentivize appropriate scientific research?
      3. Healthcare provider access: How can health care providers be encouraged to support patients interested in enrolling in the Medicinal Cannabis Program? How are providers learning about the medicinal benefits of cannabis?

                The CREAMM Act stipulates that a Social Equity Excise Fee (SEEF) be collected by cannabis cultivators when they sell or transfer products to any other license class and that the resulting funds are used for community improvement projects. The NJ-CRC does not allocate SEEF funds, but are mandated to hold public hearings to get the public's input on how they should be spent.  The ideas from the public are presented to the Legislature in an annual recommendation report.

                Since the Jake Honig Compassionate Use Medical Cannabis Act took effect on July 2, 2019, New Jersey's Medicinal Cannabis Program (formerly known as the Medical Marijuana Program) has been helping patients access medical cannabis. With the recent legalization of personal-use cannabis in the state, the New Jersey Cannabis Regulatory Commission (NJ-CRC) is seeking feedback from patients and healthcare providers as it reviews the medicinal cannabis regulations to enhance patient benefits.

                Town Hall Frequently Asked Questions

                1. When will more medical dispensaries open for patients? 
                  1. The NJ-CRC is not currently accepting new applications for new Alternative Treatment Centers (ATCs).  There are currently 5 med only dispensaries open and 48 that serve both patients and recreational consumers.  Find them all using our dispensary finder
                1. Can the NJ-CRC force an ATC to limit the cost of cannabis products for medical patients? 
                  1. The NJ-CRC does not regulate the pricing of cannabis products or set tax rates. Each business determines the cost of cannabis products and municipalities determine local taxes. Under the Jake Honig Act no state taxes are collected on medicinal cannabis sales.  
                2. When will the NJ-CRC allow delivery options for patients that cannot pick up their medicine? 
                  1. All medical and recreational dispensaries have the option to offer delivery services.  Additionally, there are cannabis delivery services.  You can find licensed dispensaries and delivery services available by using our dispensary finder.   
                3. When will New Jersey allow home grow for medicinal purposes? 
                  1. Current law does not authorize the NJ-CRC to permit or regulate home cultivation of medicinal cannabis. We encourage you to speak with your legislators (lawmakers) about home grow.
                4. Can I be enrolled in the Medicinal Cannabis Program and hold a firearms license? 
                  1. This is outside the NJ-CRC's purview.  Contact your local police department to determine what regulations or requirements must be met in order to receive permits for firearms.
                5. Why does a patient need to see and pay their doctor a fee out of pocket to get a new authorization every three months?  
                  1. The health care provider decides how often the patient requires a new authorization. These visits help your doctor monitor your condition closely, just as they would for other types of prescriptions.  
                6. Why do some dispensaries still charge me tax as a medical patient?
                  1. Medical cannabis is exempt from state sales tax; however, the law allows a municipal transfer tax of up to 2%. If you shop at a recreational dispensary that does not offer a medical menu, you will have to pay state sales tax and municipal tax as an adult-use consumer, regardless of the municipality you are in.

                7. My medical condition is not going to change, why do I have to register every two years? 
                  1. The New Jersey Compassionate Use Medical Marijuana Act (CUMMA) states a qualifying patient shall be issued a registration identification card valid for two years. The renewal is to ensure that all patient and caregiver information is up to date. Renewal is simple, easy and digital cards are free.
