Submit a Contract for Review by OSC

This is the official portal for New Jersey contracting units to submit their procurements to the New Jersey Office of the State Comptroller (OSC). Contracting units must use this new OSC Electronic Procurement Notice and Submission System to provide required procurement notices and submissions to OSC’s Public Contracting Oversight Division. This online system supports timely, accurate procurement reviews under N.J.S.A. 52:15C-10 and applicable Executive Orders.

Effective July 1, 2026, OSC’s Public Contracting Oversight Division (PCO) is transitioning to a fully electronic procurement review process. All procurement notices and submission of documents required under N.J.S.A. 52:15C‑10, Executive Order 166, and Executive Order 125 must be submitted through OSC’s new online Electronic Procurement Notice and Submission System.
Beginning July 1, 2026:

  • All contracting units must submit procurements through PCO’s new Electronic Notice system.
  • Email and hard‑copy notices and submissions will no longer be accepted.
  • The new e-form routes a contracting unit’s notice of procurement directly into OSC’s new secure system.
  • Contracting units will be guided to provide the necessary information for adequate notice of each procurement and will then be instructed on the process of uploading required documents to complete their submission

How to Submit a Contract Using the Electronic Notice System

NOTE: Before submitting a procurement for review by OSC, please review PCO’s regulations at N.J.A.C. 19:70-3.1 et seq. These regulations contain important instructions about PCO notice and submission requirements, as well as the procurement review process.

To submit a procurement to OSC:

  1. Select Submit a Contract for Review by OSC. You will be prompted to enter information about your contracting unit and the procurement / contract that you intend to submit to OSC for review.
  2. After completion of the electronic notice questions, you will receive an email prompting you to upload your submission documents to an OSC SharePoint folder via a link to the document submission portal.
  3. Please note that that for 10(b), EO166, and EO125 reviews, your proposed specifications, forms, and all other proposed solicitation documents must be submitted in Microsoft Word format.
  4. Once you have successfully uploaded all of your submission documents to the OSC SharePoint folder via the provided link, please send an email to contracts@osc.nj.gov confirming that your submission upload is complete. Documents uploaded to the link will not be reviewed, and your submission will not be deemed complete and ready for review, until we receive an email confirming your upload is complete.
