Program Description:
The Public Contracting Oversight Division of the Office of the State Comptroller is offering a refresher on the Public School Contracts Law (PSCL) Extraordinary Unspecifiable Services (EUS) Exception for insurance related contracts, pursuant to N.J.S.A. 18A:18A-5(a)(2) and -5(a)(10). The EUS exception is commonly used by Boards of Education to procure insurance and broker services and contains important distinctions in its processes and requirements from other exceptions, such as the "professional services" exception, "low bid," and "competitive contracting."
Goals of the Presentation:
- Offer guidance specifically applicable to Boards of Education and School Districts regarding PSCL
- Explain the EUS process in general
- Detail statutory and regulatory requirements when procuring insurance related services using EUS
- Describe Best Practices when procuring insurance and brokers
- Provide resources for additional guidance on EUS
