Methods of Administration (MOA) Civil Rights Compliance Review Program
The United States Department of Education (ED), Office for Civil Rights (OCR) oversees the Methods of Administration (MOA) Program in States and territories of the United States. The purpose of the MOA Program is to ensure that all students enrolled in comprehensive high school districts, county vocational-technical school districts, and community colleges have equal access to high-quality CTE programs of study (POS) regardless of race, color, national origin, sex, or disability status. The responsibilities under the MOA program are set forth in Guidelines for Eliminating Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex, and Disability in Vocational Education Programs (referred to hereinafter as the “Guidelines” and accessible via 34 C.F.R. Part 100, Appendix B and 34 C.F.R. Part 106, Appendix A).

Prohibits discrimination, exclusion from participation, and the denial of benefits based on race, color, and national origin in all programs or activities receiving federal financial assistance. (Appendix B- Guidelines). - Title IX of the Educational Amendments Act of 1972 (34 C.F.R. Part 106)
Prohibits discrimination based on sex in any educational program and activities receiving federal financial assistance. (Appendix A-Guidelines). - The Rehabilitation Act of 1973 Section 504 (34 C.F.R. Part 104)
Prohibits discrimination based on disability in any program or activity receiving federal financial assistance. - Title II of the Americans with Disabilities Act of 1990 (28 C.F.R. Part 35)
Prohibits discrimination on the basis of disability in both public and private entities.
