Indicators and Annual Meaningful Differentiation Academic Achievement Indicator: Update the current methodology for calculating the Academic Achievement Indicator using a single statewide assessment (or assessments) for all students and subgroups and use those results to identify any schools for comprehensive support and improvement (CSI), additional targeted support and improvement (ATSI) and targeted support and improvement (TSI) that have not already been identified (Partially Resolved).

Four-year Adjusted Cohort Graduation Rate (ACGR): The State must remove students with disabilities from the ACGR if the student achieved a high school diploma by meeting only the student’s IEP goals and objectives and not the State’s standards for a regular high school diploma and provide updated procedures for this calculation.

Using the updated calculation procedures, calculate the Graduation Rate indicator and calculate its accountability system to identify schools for CSI, ATSI, and TSI that have not already been identified(Partially Resolved).

Progress in Achieving English Language Proficiency: Update the State Companion Guide to reflect a growth calculation for English Learners (ELs) that utilized time as an EL instead of time in a district and request an amendment to the ESSA State Plan to ensure consistency with the Plan (Resolved).

Inclusion of all Schools in Annual Meaningful Differentiation: Ensure schools with fewer than three academic indicators are included in the statewide system of annual meaningful differentiation (Partially Resolved).

Support for School Improvement The State must incorporate resource inequities into the Annual School Planning process for CSI or ATSI schools. Resolved
1003 School Improvement The Department must update its ESEA section 1003 application to include a description of how LEAs will screen potential external partners, add a required assurance and add subrecipient monitoring protocol questions to the collaborative monitoring process. Resolved
