Filing Complaints by e-mail

The Council's Rules of Procedure now permit Claimants to file Complaints by electronic mail (e-mail), in addition to the four other permitted methods of filing Complaints (hand delivery, US mail, overnight mail, and fax).

In order to file a Complaint by e-mail, please follow these three simple steps:
  • Fill out the Council's online Complaint form following the instructions under How to File a Complaint (Important: If you are filling out this form online, please SAVE the document to your hard drive with the name of county, municipality, school board, county executive or directly-elected mayor. This will be the only way to create a permanent (digital) copy of the information you have entered.)
  • Create an e-mail message following the below parameters:
    • TO: filings-clmand@treas.state.nj.us;
    • SUBJECT: Complaint by [insert name of county, municipality, school board, county executive or directly-elected mayor]. (If a county executive or mayor, include the person's title, e.g., "Complaint by John Smith, Mayor of [ ].")
    • ATTACH the Complaint PDF and any related documents. Please make sure that the accompanying resolution of the governing body or letter of intent, and any attached continuation pages, are in PDF format as well. The PDF Complaint form must be signed.
    • DESCRIBE the attachment(s) in the body of the e-mail message.
    • INCLUDE, at end of the message, contact information (name, title, and phone number) of the person sending the message.
    • (Note: Individual emails cannot exceed 10 MB (megabytes). If the total soze of attachments exceeds this limit, please send the complaint and resolution of the governing body or letter of intent, and any attached continuation pages in the initial email; send all other attachments in a seperate e-mail with the same subject heading as the initial complaint email).
  • Deliver or send the original and two copies of the Complaint and any related documents that were filed by e-mail. This will ensure that the package arrives at the Council office within two business days of the e-mail filing date.
