International Fuel Tax Agreement (IFTA)


The International Fuel Tax Agreement (IFTA) is a fuel tax reciprocity agreement among states of the United States and provinces of Canada providing for the payment of fuel taxes based on the total distance operated in all jurisdictions by each interstate carrier. IFTA members include the 48 contiguous U.S. states and the 10 Canadian provinces.  New Jersey has approximately 12,000 IFTA accounts with a total of about 63,000 vehicles registered, from which it collects a net of about $14M in fuel taxes annually.
Interstate carriers are required to register a vehicle under the IRP and license their fleets under the IFTA if they are going to operate the vehicle outside of its base jurisdiction and:

  1. The vehicle has two axles and a gross vehicle weight in excess of 26,000 lbs., OR
  2. The vehicle with three or more axles regardless of weight, OR
  3. The vehicle operated in combination with other vehicles where the total gross vehicle weight exceeds 26,000 lbs.

Exceptions to this requirement are government vehicles, vehicles with restricted plates and recreational vehicles.
Carriers must display one or more of the following to travel through IFTA member jurisdictions (the lower 48 U.S. States and the 10 Canadian Provinces).

  1. A valid IFTA license and two IFTA decals issued by a the IFTA member jurisdiction in which they are based: or
  2. A valid IFTA trip permit issued by the IFTA member jurisdiction in which they are based.

IFTA Licenses and decals expire each year on December 31. If you file a complete renewal application by then, you will have up to a two-month grace period to receive and display your decals.  However, carriers are responsible for filing a fourth quarter IFTA report for the preceding year including all operations for that quarter.  Failure to do so will result in the suspension of both your IFTA and IRP credentials.
