Filing Information
Filings and submissions Pursuant to N.J.A.C. 19:10-2.3 and 2.4, most documents can be sent by facsimile transmission and e-mail, waiving requirements for filing originals and multiple copies (which are still required if filed by mail or hand-delivery). Regardless of the filing method, originals of interest arbitration-related documents are still required to be filed, as are originals of showings of interest and authorization cards when requested by PERC.

Directions to Trenton Office

From NJ Turnpike

NJ Turnpike to Exit 7A. After tollbooth, follow signs for I-195 West (Trenton). Stay on I-195 West. I-195 West will turn into Routes 29/129. When road splits, stay left following sign for Route 29 N. (Lambertville Capitol Complex). Take Route 29 N through tunnel and continue to the Calhoun Street/Capitol Complex/Thomas Edison exit. At traffic light at the end of ramp, make a left onto West State St. Stay on West State St. for approximately 1/2 mile passing two traffic lights. The PERC building is on the left shortly after the traffic lights (495 West State St.). Turn in common driveway between PERC and Luther Towers Senior Citizen Building. Parking in rear of PERC Building.

From South Jersey

I-295 north to Exit 60. Follow signs for Routes 29/129 (Trenton). When road splits, stay left following sign for Route 29 north (Lambertville Capitol Complex). Take Route 29 N through tunnel and continue to the Calhoun Street/Capitol Complex/Thomas Edison exit. At traffic light at the end of ramp, make a left onto West State St. Stay on West State St. for approximately 1/2 mile passing two traffic lights. The PERC building is on the left shortly after the traffic lights (495 West State St.). Turn in common driveway between PERC and Luther Towers Senior Citizen Building. Parking in rear of PERC Building.

From Route 1 Southbound

Take Route 1 south (not alternate Route 1 - Business) to the Warren St./Capital Complex exit ("last exit before toll"). At traffic light, make a right. At next traffic light, make a left. Continue through the first traffic light (William Trent Place), but stay in left lane. When the road splits, bear left onto Route 29 north. Get off at second exit - Calhoun Street/ Capitol Complex/Thomas Edison. At traffic light at the end of ramp, make a left onto West State St. Stay on West State St. for approximately 1/2 mile passing two traffic lights. The PERC building is on the left shortly after the traffic lights (495 West State St.).

From East (Shore Points)

Take Interstate 195 west. Interstate 195 west will turn into Routes 29/129. When road splits, stay left following sign for Route 29 north. (Lambertville Capitol Complex). Take Route 29 N through tunnel and continue to the Calhoun Street/ Capitol Complex/Thomas Edison exit. At traffic light at the end of ramp, make a left onto West State St. Stay on West State St. for approximately 1/2 mile passing two traffic lights. The PERC building is on the left shortly after the traffic lights (495 West State St.). Turn in common driveway between PERC and Luther Towers Senior Citizen Building. Parking in rear of PERC Building.

From West (Pennsylvania)

Take Pennsylvania Turnpike to exit 28 Route 1. Follow signs for Route 1 North (Trenton). Stay on Route 1 past toll barrier (for south bound only). Stay in right lane on bridge after toll barrier. Follow signs for Route 29 North (Lambertville). Exit is immediately after bridge. Stay on Route 29 North until exit just past State House on right. Take exit immediately past State House for Calhoun Street/ Capitol Complex/Thomas Edison. At traffic light at the end of ramp, make a left onto West State St. Stay on West State St. for approximately 1/2 mile passing two traffic lights. The PERC building is on the left shortly after the traffic lights (495 West State St.). Turn in common driveway between PERC and Luther Towers Senior Citizen Building. Parking in rear of PERC Building.

Directions to Newark Office

NOTE: The entrances on Halsey and Academy Streets usually have shorter lines at the security checkpoints

From NJ Turnpike Northbound

Take NJ Turnpike to Exit 13A - Newark Airport. After tollbooth, follow signs for Routes 1 and 9 North. Take Routes 1 and 9 North past Newark Airport main entrance to Routes 21 and 22 exit. Follow Route 21 North (also known as McCarter Highway). Bear right and follow signs for Broad street.

Follow Broad St. approximately 14 blocks until Court St. (the Federal Building and Grace Church are on the right-hand corners). Left on Court St. to first traffic light, which is Washington St.  Right on Washington St. and follow just past the first traffic light after crossing Market St., which is Bank St. PERC’s office is in the State Office Building that occupies the block bounded by Bank, Halsey, Academy, and Washington Streets. There are entrances on Halsey, Academy, and Washington.

To Parking Garage - From Washington St., turn left onto Academy St. and follow one block to the end of the street. A park and lock garage is directly in front and an attendant lot immediately to the right.

From NJ Turnpike Southbound and Hudson Cty. Extension (Exits 14A, 14B and 14C)

Take NJ Turnpike to Exit 14 - Newark Airport. After tollbooth, follow signs for Route 22 and then signs for Route 21. You will not actually get onto Route 22. From the approach ramp, take Route 21 Exit. Follow Route 21 North (also known as McCarter Highway) over viaduct to the second traffic light. Bear right and follow signs for Broad street.

From Interstate 280 Eastbound

Follow Route 280 East to first exit past Garden State Parkway which says ("Newark"). Follow to traffic light at end of exit ramp. Right onto First St. and follow three blocks to the traffic light at Central Ave. Left on Central Ave. and follow five blocks to Lock St. Right on Lock St. Go several blocks, following signs to Raymond Blvd./Downtown Newark. Road bends to the left and becomes depressed four lane highway. Follow to first traffic light, which is University Ave. Right on University Ave. and immediately on right is Park and Lock garage.

Walk across University Ave. following Academy St. East across Washington St. Approximately halfway down the block on right is entrance to New Jersey State Office Building.

From Penn Station Newark

Walking - Walk out of station through waiting room. You will be on Raymond Plaza. A hotel/office complex will be across the street. Walk to the right a short distance to Raymond Blvd. Make a left on Raymond and walk past McCarter Highway (Route 21) and Broad Street. Make a left on Halsey Street and cross Academy Street. PERC’s office is on the right at 153 Halsey Street.

Subway - Enter the subway in Penn Station. Take the subway to the second stop (Washington Street). After exiting the subway look diagonally across the intersection of Raymond Blvd and Washington Street and you will see the State Office Building, which is located between Bank, Halsey, Academy, and Washington Streets. There are entrances to the building on Washington, Halsey and Academy Streets.
