Establish a Special Area Management Plan

A Special Area Management Plan (SAMP) will be developed in collaboration with members of the Barnegat Bay Partnership and other planning authorities in the region.

A SAMP is a management tool established and administered by the State; the primary goal of a Barnegat Bay SAMP is to improve coordination among planning jurisdictions.  The SAMP process will build upon existing land use plans and make recommendations to the DEP for research and restoration projects.  The SAMP process will consider development of low-impact development standards, and will identify the best available technology for stormwater management for new development and redevelopment projects in the Barnegat Bay Watershed.  This approach will provide revised guidelines, procedures and policy documents to be formally adopted by the State and provide specific interpretations of enforceable Coastal Zone Management policies for the Barnegat Bay watershed.

The SAMP will take a total of five years and will be funded through the Coastal Zone Management Program’s NOAA Section 309 of the Clean Water Act funds, ensuring that the SAMP will be developed without additional cost to the State.
