New Jersey will be conducting an All-Hazards Communications Unit Leader (COML) courseThis class is available to provide National Incident Management System (NIMS) compliant All Hazards Communications Unit Leader instruction to address responsibilities appropriate to a COML operating in a local or State level All Hazards Incident Management Team (AHIMT). Successful completion will provide students the knowledge to facilitate Communications Operations within the confines of a Type 3 AHIMT.

Communications Unit Leader (COML)

A Communications Unit Leader (COML) is responsible for managing and coordinating all communications resources and operations during an incident or planned event. This includes developing and implementing the Incident Radio Communications Plan (ICS-205), assigning radio frequencies and talk groups, overseeing the setup and maintenance of communication equipment and systems (e.g., land mobile radio, satellite, broadband), and ensuring interoperability among responding agencies. The COML works closely with the Incident Command and other technical specialists to support command, tactical, and support communications needs, while also supervising the Communications Unit staff such as Radio Operators and Technical Specialists.

Communications Unit Technician (COMT)

A Communications Unit Technician (COMT) is responsible for installing, maintaining, and troubleshooting communications equipment and infrastructure during incidents or planned events. Working under the direction of the Communications Unit Leader (COML), the COMT supports land mobile radio (LMR) systems, repeaters, gateways, satellite links, and broadband data systems to ensure reliable and interoperable communications for all responding agencies. The COMT may also assist in configuring radios, deploying field equipment, testing coverage, and providing technical expertise to support the operational communications plan.

Course Objectives:

  • Identify course objectives and position-specific resource materials for the position of COML.
  • Describe the function and components of the Logistics Section and the Communications Unit within the context of the Incident Command System (ICS).
  • Describe the function and components of the Communications Unit and qualification process for the COML.
  • Identify methods for the application, coordination, and use of interoperable communications.
  • Identify methods and standards relating to frequency regulations and use.
  • Describe the COML responsibilities in establishing an incident radio communications system.
  • Create and publish a properly constructed ICS Form 205 Incident Radio Communications Plan and a Form 217A Communications Resource Availability Worksheet.
  • Identify COML responsibilities in establishing an Incident Communications Center (ICC) as well as manage all incident communications needs, personnel, and the ICC.
  • Describe requirements of personnel management.
  • Describe the COML roles and responsibilities for demobilization/transition from an incident.
  • Demonstrate mastery of the key concepts presented in the course.

Target Audience:

Local, State, Tribal, and Federal emergency response personnel required to gain a certificate of training and the credentials to function in an ICS Organization, such as an AHIMT, as a member of the Command, General Staff, or as a Unit Leader.

Course Prerequisites:

Each student should be familiar with their Tactical Interoperable Communications Plan (TIC Plan) or their state / regional / local Communication Plan and communication assets.

  • IS 200: ICS for Single Resources and Initial Action Incidents
  • IS 700: National. Incident Management System, an Introduction
  • IS 800: An Introduction to the National Response Framework
  • ICS 300: Intermediate ICS

Class Information:

Classes will run from 8:00 a.m. to 4:00 p.m. each day.
All Travel and accomodation expenses are the responsibility of the student’s home agency.
