CCRC's enabling statute requires the Corporation to adopt a development plan for the Capitol District. The first such plan was adopted in 1989 and was called The Renaissance Plan. The 1989 plan's goals were to fuel economic development within Trenton's Capital District and to make the area a more attractive place to live, work, play, and conduct business

In December 2021, CCRC updated the Renaissance Plan. The update is designed to reflect changes in the social, economic, and natural environment over the previous 30 years and to provide a guide for the Capital District into the future.
