NEW JERSEY HOUSING ASSISTANCE FOR VETERANS PROGRAM

 

The New Jersey Department of Community Affairs is seeking qualified Non-Profit Veterans Organizations+, with previous Housing Rehabilitation experience, to participate in a new Pilot Grant Program.

The Pilot Program is a 5-year program allocating up to $1,000,000 per year to assist honorably discharged disabled or low income++ veterans in making needed repairs to their primary residence.

ELIGIBILITY REQUIREMENT FOR NON-PROFIT APPLICANTS

To apply for, and receive, a grant award under the Pilot Program, a qualified organization shall at a minimum:

 

  1. Hold a current Certificate of Good Standing with the State of New Jersey.
  2. Provide audited financial statements for the previous three years.
  3. Demonstrate experience in providing housing rehabilitation and building modification services for the purpose of making homes accessible, functional, and safe.
  4. Have experience in carrying out accountability and reporting requirements involved in the proper administration of grant funds.
  5. Commit to paying workers employed through the pilot program no less than the prevailing wage rate for the worker’s craft or trade, as determined by the Commissioner of the Department of Labor and Workforce Development pursuant to P.L. 1963, c.150 (N.J.S.A. 34:11-56.25 et. seq.)

AWARD AMOUNT

  1. No qualified organization shall be awarded more than $400,000 through the pilot program in any one fiscal year.
  2. A qualified organization receiving a grant shall contribute a minimum matching contribution of no less than 50% of the grant award. The matching requirement may be met through cash contributions or in-kind contribution.
  3. The qualified organization may utilize a maximum of $2,500 per unit of their award as an administrative fee.

 

TYPES OF ELIGIBLE REPAIRS

  1. Wheelchair ramps and interior reconfigurations to accommodate an individual’s disability.
  2. Interior and exterior repairs.
  3. Installation of energy efficient features or equipment.
  4. The minimum award amount to rehabilitate or modify an eligible veteran’s primary residence shall be $5,000 and the maximum shall be $25,000.

Applications are accepted on a rolling basis through the New Jersey Department of Community Affairs System for Administering Grants Electronically (SAGE)  which can be found at the following link.

+ “Qualified organization” means a nonprofit Veterans’ organization that qualifies as a section 501 (c) (3) or 501 (c) (19) tax exempt organization under the Internal Revenue Code.

++ “Low-income veteran” means a veteran occupying a household with a gross household income equal to 50 percent or less of the median gross household income for households of the same size, and within the same housing region, as defined by subsection b. of section 4 of P.L. 1985, c. 222 (N.J.S.A. 52:27D-304).
