Termination

When denying or terminating assistance, the DCA shall consider all relevant circumstances including an “individualized assessment” of each applicant that considers (1) the facts, circumstances  and seriousness surrounding the criminal conduct; (2) the age of the individual at the time the conduct occurred; (3) evidence that the individual has maintained a good tenant history before and after the conviction or conduct; (4) and evidence of rehabilitation efforts; (5) any mitigating circumstances related to the disability of a household member and;  (6) the effect denial or termination would have on the household members not engaged in the activity.
