NJDOE Critical Dates

School districts are required to consult with the nonpublic schools located within their boundaries on each of the State and federally funded programs to which they are entitled. Nonpublic schools should be proactive in setting up consultations.

Determination of who provides products and services The school district determines how products and services will be provided for the upcoming school year—either by the district or by a third-party provider. By end of March
Initiation of contract process for new provider or vendor If a new provider or vendor is sought, the school district initiates the contracting process. April
District consultation with nonpublic school (with change of service provider or new service provider) The school district consults with their nonpublic schools to understand the needs of eligible students and determine the services/products to be provided in the upcoming school year. For planning purposes, the school district can use the previous year’s entitlement amounts for cost estimates of the services/products to be provided. By mid-April
Nonpublic Enrollment Count Verification The Office of School Funding verifies with districts the enrollment counts submitted by the nonpublic schools in the Nonpublic Enrollment Report. April through June
District consultation with nonpublic school (with no change in service provider) The school district consults with their nonpublic schools to understand the needs of eligible students and determine the services/products to be provided in the upcoming school year. For planning purposes, the school district can use the previous year’s entitlement amounts for cost estimates of the services/products to be provided. By end of May
Board approvals for contracts and purchase orders The school district obtains necessary board approvals for contracts and purchase orders for nonpublic services and products that are needed at the start of the school year, whereupon contracts are finalized and purchase orders are placed (allow time for bidding process, if applicable). Once a decision to change providers has been made, and prior to the effective date of the change in service, the nonpublic school must be notified. June–August Board meeting
Funding Statements for Nonpublic Schools — Nursing, Security, Technology and Textbooks (School Aid Payments and Notices: see School Aid in NJDOE Homeroom) The school district shares the amount of funds allocated to each nonpublic school to provide services for nursing, security, technology, and textbooks. School district adjusts purchase orders and contracts after additional consultation with each nonpublic school, as needed. Mid-July
Chapter 192/193 Funding Statement and Additional Funding Request

The school district can request additional funding for Chapters 192 and 193 services when new students are approved for services and existing funding allocations do not cover them. Early August through late May
Funding Statements — Auxiliary and Handicapped Services (Chapters 192 and 193)

The school district shares the amount of funds allocated to each nonpublic school to provide Chapters 192 and 193 services to the nonpublic school students within their boundaries. Mid-August
Nonpublic Project Completion Report
(see NPCR in NJDOE Homeroom)
The school district uses this report to account for the funding received and expenditures made for services for the reporting year.

Beginning of service and delivery of purchased products The school district or service provider begins services for eligible services. Purchased products are delivered to nonpublic schools. Start of the school year
Nonpublic School Affirmation of Consultation form The school district completes the Nonpublic School Affirmation of Consultation form and submits it to the Executive County Superintendent By October 1
Documentation for Nonpublic Nursing Program The school district submits the following documentation to the Executive County Superintendent for State-funded nonpublic Nursing Program:
  • Annual Nonpublic School Nursing Report Form
  • Approved minutes of the board of education meeting approving the contract that describes the methods by which the health services will be provided to nonpublic school students for the ensuing year
  • Copy of the contract with an independent contractor or agency to provide services (if applicable)
  • Rationale for the distribution of funds
  • Written verification that the required consultation was held with each nonpublic school (consultation form)

Report of Nonpublic Auxiliary and Handicapped Services
(see CH192-193 on NJDOE Homeroom)
This is the report of the number of nonpublic school pupils provided Auxiliary Services (Chapter 192) and Handicapped Services (Chapter 193) as of the end of the prior fiscal year (June). The report includes the estimated costs of transportation and/or vehicular classroom maintenance required for nonpublic school pupils to receive services under Chapters 192 and 193. Data in this report will be used to determine the per service or per student rates for the next funding cycle.

Nonpublic Enrollment Report

The nonpublic school completes this annual report; it is required to receive state services for nursing, security, technology and textbooks and to receive federal entitlement grants in the next fiscal year.
