Ethics Training

Annual State ethics training is mandatory for State Employees and Special State Officers/Special State Employees. At least every three years, each State Employee and Special State Officer/Special State Employee shall either attend live in-person or live virtual full ethics training or complete the applicable on-line training module. In each of the two intervening years, State Employees and Special State Officers/Special State Employees must take the Ethics Briefing.

Ethics Liaison Officers (“ELOs”) should contact the SEC Ethics Training Officer to schedule live in-person or live virtual training for State Employees and Special State Officers/Special State Employees. We encourage Executive Branch agencies to consider ethics training as a component of other regularly scheduled meetings or programs.

On-line training is also available for State Employees and Special State Officers/Special State Employees. The SEC has separate on-line ethics training modules for State Employees, Special State Officers/ Special State Employees, and State College and University Faculty and Trustees. The full ethics training module for State Employees is available on the SEC website and the website of the Civil Service Commission (“CSC”), through its Learning Management System (“LMS”), for enrolled agencies. The remaining three modules for Special State Officers/ Special State Employees, and State College and University Faculty and Trustees are available on the SEC website. All on-line ethics training modules include slide presentations and detailed narratives that replicate the substance of the live in-person and live virtual ethics training programs.

State Employees and Special State Officers/Special State Employees in the Executive Branch who have completed their respective initial ethics training are required to take the mandatory Ethics Briefing in any year that they do not complete full ethics training. State Employees and Special State Officers/Special State Employees should contact their agency ELO for additional information about the Ethics Briefing. The Ethics Briefing is available on the CSC LMS (for enrolled agencies) and the SEC website.

When a State Employee or Special State Officer/Special State Employee completes the requisite ethics training module on the SEC website, they will receive an emailed receipt of attendance, a copy of which should be forwarded to their agency ELO.

Please contact your agency ELO or the SEC Ethics Training Officer with questions and suggestions regarding ethics training. The SEC, together with its agency ELOs, is committed to ensuring that ethics training is accomplished in the most efficient and effective manner possible.

How do I verify completion of on-line ethics training?

At the end of each ethics training module taken on the SEC website, there is a form that must be filled out to verify training completion. Note that State Employees should use their work e-mail address.

Once the form is completed and submitted, a receipt for completion of the ethics training module will be sent to the e-mail address used for registration.

A copy of the receipt should then be forwarded to the agency ELO, with another copy maintained for your records to verify completion of the ethics training module.
