DEDICATION OF A MEMORIAL HONORING THE LATE LIEUTENANT
COLONEL (RETIRED) STEVE WILFING. The
ceremony will begin at 11 a.m., on October 24, 2002
(rain or shine) at Veterans Haven located at 202 Spring
Garden Road, Winslow, New Jersey. Lieutenant Colonel
Wilfing established a transitional housing program,
"Veterans Haven." Since the start of this program, his
dream has allowed many homeless veterans of New Jersey
to successfully complete the program and become productive
members of society. We hope you will be able to join
us for this important event.

THE DEPUTY COMMISSIONER FOR VETERANS AFFAIRS HAS ANNOUNCED
A SEARCH FOR A NURSE RECRUITER. The
Department's Nursing Shortage Task Force strongly recommended,
as a first step, hiring a dedicated Nurse Recruiter
to spearhead the program to fill the Nursing staff shortage
existing in our Veterans Memorial Homes. Details to
follow.

DMVA
PARTNERS WITH THE OFFICE OF INFORMATION TECHNOLOGY (OIT)
AND THE OFFICE OF MANAGEMENT AND BUDGET (OMB) TO MOVE
TO THE WINDOWS 2000 ENVIRONMENT. Microsoft
has made a business decision to stop supporting their
NT operating system. The Department approached OIT to
seek their assistance in getting the appropriate licenses
for the Windows 2000 operating system and Microsoft
Office 2000 desk top software, which enables the DMVA
state network to move beyond the NT environment. OIT
brokered this request, and in conjunction with OMB,
are now working to provide these licenses. State employees
can expect to see upgrades to their desktops over the
next three months, which should begin by 1 November.

THE
STATE HUMAN RESOURCES DIVISION REPORTS THE DISNEY
CLUB IS CLOSING 31 DECEMBER 2003. The
Disney Club provided discounts to members travelling
to visit Disney World. Individual member benefits will
continue through the expiration date on their membership
card or December 31, 2003, whichever comes first. Applications
for Disney Club membership will be accepted until December
12, 2002. Members who have any questions can go to www.disneyclub.com
for detailed information.

STATE EMPLOYEE POSITIONS ARE POSSIBLE. The
NJDMVA Homeland Security Division is developing plans
for up to four new positions to work in their program.
As details become available, Highlights will advise.

NEW
JERSEY DEPARTMENT OF MILITARY AND VETERANS AFFAIRS WEBSITE
EARNS A B+ AND IS TIED FOR THIRD OUT OF THE 20 WEBSITES
NEW JERSEY CURRENTLY ADMINISTERS. The
Eagleton Institute of Politics (Rutgers University)
did an analysis of the state of New Jersey's websites.
This included all departments and the Governor's Office.
In reviewing five areas; DMVA scored an A in homepage
design; B+ in content; B+ in Transactional services;
links B; and A for Organization. We were specifically
cited for the Spanish language version for the Air Guard;
excellent for our index and e-mail contact page, site
map and links page. DMVA was also given an excellent
in our online publishing of the easy-to-use New Jersey
Veterans Guide. The report provided some ideas to improve
the site, and we will be incorporating them into our
goal of making it the best site in the state.

CONGRATULATIONS
TO THE NEW JERSEY ARMY NATIONAL GUARD FOR MEETING THE
NATIONAL GUARD BUREAU'S (NGB) DUTY MILITARY OCCUPATIONAL
SPECIALTY (MOS) QUALIFICATION GOAL FOR TRAINING YEAR
2002 (TY-02). NGB's
TY-02 goal was 75%. New Jersey finished TY-02 at 77.77%
and ranked 20th among the 54 States and Terriotories.
NGB's goal for TY-03 is 79% and New Jersey is on track
to surpass that goal. Keep up the good work!

OCTOBER
IS BREAST CANCER AWARENESS MONTH. Breast
Care Awareness Month is dedicated to increasing awareness
of breast cancer issues, especially the importance of
the early detection of breast cancer. Contact all the
women you love to make sure they are aware of the need
to have a mammogram. Hopefully, there will be a cure
in our lifetime, but until then, be aware and make sure
your loved ones are too.

collective biography was awarded the Pulitzer.
Theodore
Roosevelt was awarded the 1906 prize for his negotiating
skills in concluding a treaty between Russia and Japan to
end the Russo-Japanese War.
In
addition to Theodore Roosevelt, Woodrow Wilson gained the
coveted award in 1919, and former President Jimmy Carter
was recently awarded the 2002 prize.
