Verizon CLEC Interconnection Requirements

1. 0 General

1.01 CLEC must contact Director of New Jersey Office of Emergency Telecommunications Services (NJ OETS) at 609-777-3950.

1.02 OETS will schedule a meeting with the CLEC and Bell Atlantic 9-1-1 Service Management.

1.03 CLEC will develop and submit (to OETS) a proposal for interconnection to the NJ 9-1-1 Network. Requirements for the proposal will be set by OETS.

1.04 Upon OETS' approval of the CLEC interconnection plan, Bell Atlantic will process access service requests (ASR's) for trunks and provide copies of the MSAG for those counties in which the CLEC will operate. T-1's may be ordered prior to OETS approval, but no trunks will be provisioned and no MSAG data will be released until approval is received from OETS.

1.05 All trunks will be provisioned on multiplexed T-1 facilities. T-1 routing from the CLEC's serving switch to the 9-1-1 tandems shall be diverse, so that a facility failure does not take down all 9-1-1 trunks. Self healing Sonet rings may be used to provide reliability.

1.06 The CLEC will be provided with all information needed to interconnect to the tandems, including tandem addresses, CLLI codes, and a listing of all rate centers and their associated primary and backup tandems. (ratecntr.xls)

1.07 All subsequent additions, deletions and changes require the prior notification and approval of OETS. This rule applies even if OETS will not be billed for the work. Bell Atlantic will not expedite orders for which prior OETS approval was not acquired.

 

1.08 The CLEC will provide OETS and Bell Atlantic with a 24 hour network operations center number to be used by Bell Atlantic's 9-1-1 Control Center personnel and the PSAPs. Also required is a fax number for PSAPs to use when sending PSAP Inquiry Forms (customer data correction form). Both numbers should be toll free.

1.09 If the CLEC has contracted with anyone other than Bell Atlantic for Operator services, OETS will provide telephone numbers for the operators to contact PSAPs, in the event an emergency caller dials 0- instead of 9-1-1.

2.0 Network Architecture
2.01 The New Jersey architecture employs four dedicated 9-1-1 selective routing tandems ("tandems") configured in two pairs. Each tandem is a "primary" for its designated serving area and a "backup" for its mate's serving area.

2.02 The pairings are: Newark 1 with Camden, Newark 2 with New Brunswick.

3.0 9-1-1 Trunk Requirements
3.01 Diversity and redundancy are required wherever possible to ensure reliability.

3.02 The CLEC will build one trunk group for each county served to the primary 9-1-1 tandem, plus a trunk group of equal size to the backup 9-1-1 tandem. Primary and overflow (backup) trunk groups for the same county must always be of equal size.

3.03 The primary trunk group must be engineered to provide a P.01 grade of service for that county.

3.04 The CLEC's serving switch will be programmed to "route advance" from the primary trunk group to the overflow (backup) trunk group whenever the primary group is busy or out of service.

3.05 If call volume, due to some emergency incident, exceeds the capacity of the combined primary and secondary trunk groups, subsequent callers will
receive an "all trunks busy" indication until a trunk is available. CLECs are not to route advance to other trunk groups, flooding the 9-1-1 network. (This assumes that a P.01 grade of service has been maintained for the trunk group.)

4.0 Trunk Signaling
4.01 9-1-1 trunks use "Expanded CAMA" signaling, a two-stage protocol, delivering a full ten digit ANI to the 9-1-1 tandem. The caller's NPA is transmitted in the first stage, as opposed to the traditional "911":

SS7 trunks for 9-1-1 are not supported at this time.

4.02 In addition to the ASR's needed to order T-1's and trunks, the CLEC will fill out 9-1-1 Trunk Worksheets. One is required for each T-1. The Trunk Worksheets contain information needed for programming the 9-1-1 tandems. Trunk Worksheets will be transmitted via electronic mail to the designated 9-1-1 Service Management contact. Bell Atlantic will provide sample worksheets (clecmstr.xls). All subsequent additions, deletions or changes will be detailed on the Trunk Worksheets.

5.0 MSAG/ALI Database Access
5.01 MSAG data will be provided on disk or tape. The CLEC will provide Bell Atlantic with media preference and shipping address. MSAG will be provided for those counties approved by OETS. Updates will be sent automatically each quarter.

5.02 Access to the 9-1-1 ALI database, for the purposes of uploading customer records, is through an Electronic Document Interchange (EDI) interface. Bell Atlantic will provide an interface specification and contact telephone number. (e911ns1e.doc)

5.03 Customer records shall conform to NENA-2 specifications.
CLECs may use third parties to manage customer record input. Please provide a letter of agency to facilitate release of MSAG data.

6.0 Switch Protection
6.1 The New Jersey 9-1-1 network is equipped with a one-of-a-kind feature known as Switch Protection. If a 9-1-1 tandem fails, PSAP circuits and incumbent LEC trunks will be switched, using digital cross connect systems (DCS), from the primary tandem to the backup tandem. When the switch is made, CLEC trunks into the failed tandem will go open, allowing the CLEC switch to route advance calls to the backup tandem automatically.

6.02 Bell Atlantic and NJ OETS test the Switch Protection system periodically. CLECs will be notified in advance of all tests. Switch Protection tests are typically scheduled for 4 a.m. on a Tuesday. The network is usually left in the backup configuration for 24 hours, then switched back to normal. CLECs may choose to busy out trunk groups to the tandem just prior to the test or let them go open when the DCS switch is made.

7.0 Testing
7.01 CLECs are encouraged to test with the Bell Atlantic 9-1-1 Control Center prior to attempting call-through tests to the PSAPs. Call the 9-1-1 Control Center at 1-800-773-7911 a few days in advance to schedule testing. Each CLEC is responsible for providing its own test plan.

7.02 The CLEC should call OETS to arrange testing with the PSAPs.

7.03 Test records. Typically, CLECs create fictitious customer records for test purposes. Always use addresses that are "MSAG valid".

7.04 Rate center boundaries do not match with municipal boundaries. CLECs are encouraged to request rate center/municipality maps from the Board of Public Utilities. If help is needed in determining a municipality to use for test records for a specific rate center, CLEC may refer to the maps or contact Bell Atlantic 9-1-1 Service Management or OETS.
