A regular meeting of the Civil Service Commission was held on Wednesday, January 18, 2023, at 10:00 a.m., in Trenton, New Jersey.
PRESENT: Allison Chris Myers, Acting Chairperson; Members Dolores Gorczyca, Daniel O’Mullan and Diomedes Tsitouras; Levi Klinger-Christiansen, Deputy Attorney General; Nicholas F. Angiulo, Director, Division of Appeals and Regulatory Affairs. All individuals listed participated via teleconference.
In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:
Notice of this meeting was filed with the Secretary of State and sent to the Trentonian, Trenton Times, Courier-Post and Star Ledger on November 23, 2022, and posted at the Civil Service Commission, 3 Station Plaza, Trenton, New Jersey.
All actions were by unanimous vote unless otherwise specified.

A-2 JILLIAN BARON – CSC DOCKET NO. 2022-2919
Jillian Baron, County Correctional Police Officer, Hudson County, Department of Corrections, removal, effective May 10, 2022, on charges of insubordination, conduct unbecoming a public employee, neglect of duty and other sufficient cause.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-3 SHOLA LONDON-BOSTIC – CSC DOCKET NO. 2022-3282
Shola London-Bostic, Senior Correctional Police Officer, Juvenile Justice, Juvenile Justice Commission, removal, effective June 7, 2022, on charges of chronic or excessive absenteeism or lateness and other sufficient cause.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-4 TIMOTHY SNYDER – CSC DOCKET NO. 2016-4306
Timothy Snyder, Police Sergeant, Marlboro, Police Department, removal, effective June 3, 2026, on charges of inability to perform duties, conduct unbecoming a public employee and other sufficient cause.
Recommendation of the Administrative Law Judge – Reverse the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-5 JOHN TAYAG-KOSKY – CSC DOCKET NO. 2021-1785
John Tayag-Kosky, Firefighter, Kearny, Fire Department, removal, effective May 13, 2021, on charges of charges of insubordination, chronic or excessive absenteeism or lateness, conduct unbecoming a public employee, neglect of duty and other sufficient cause.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-6 KURTIS WARNER, ET AL. – CSC DOCKET NOS. 2022-3248, ET AL.
Kurtis Warner, Timothy Jillson, John Jester, Douglas Weedon and Alberto Campos, Senior Correctional Police Officers, Juvenile Justice, and Quantara Ross, Communications Officer, Secured Facilities, removals on various dates, on charges of conduct unbecoming a public employee and other sufficient cause.
Recommendation of the Administrative Law Judge – Uphold the removals.
ACTION: The Civil Service Commission directed that the appeals be held over.
SECTION B – MISCELLANEOUS MATTERS
B-1 TOUFIC HAYEK, JR.– CSC DOCKET NO. 2023-545
Toufic Hayek, Jr., appeals the removal of his name from the eligible list for Police Sergeant (PM0896V), Woodland Park on the basis that he failed to respond to the certification notice.
ACTION: The Civil Service Commission directed that this appeal be granted.
B-2 KENNETH MONTELEONE– CSC DOCKET NO. 2022-2613
Kenneth Monteleone appeals the removal of his name from the Correctional Police Officer (S9988A), Department of Corrections, eligible list on the basis of falsification of the employment application.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-3 CRAIG BELL – CSC DOCKET NO. 2022-3260
Craig Bell, represented by Jennifer Curley, Senior Staff Representative, CWA Local 1040, appeals the determination of the Division of Agency Services, which found that he was not eligible for the promotional examination for Quality Assurance Specialist, Health Services (PS7302H), Department of Health, because he was not employed in the announced unit scope.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-4 LISA HARTMAN – CSC DOCKET NO. 2022-2905
Lisa Hartman appeals the determination of the Division of Agency Services that she did not meet the education requirement for the open competitive examination for Zoo Curator (C0763C), Essex County.
ACTION: The Civil Service Commission directed that this appeal be granted.
B-5 ANTHONY IANICELLI, ET AL. – CSC DOCKET NOS. 2023-1057, ET AL.
Anthony Ianicelli, Andrew Kim, Louis Piserchio and Zachariah Wojcik request that they be permitted to amend their applications for the open competitive examination for the 2022 Law Enforcement Examination, various titles and jurisdictions, after the closing date.
ACTION: The Civil Service Commission directed that these requests be denied.
B-6 MARCELLA TRAINA – CSC DOCKET NO. 2023-801
Marcella Traina appeals the determination of the Division of Agency Services that she did not meet the education requirements for the open competitive examination for Assistant Planner (C1062D), Hudson County.
ACTION: The Civil Service Commission directed that this appeal be granted.
B-7 CHARLES ANGELUS – CSC DOCKET NO. 2021-1930
Charles Angelus appeals the May 24, 2021, classification decision of the Division of Agency Services.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-8 GREG BARTELLONI – CSC DOCKET NO. 2022-1661
Essex County, represented by Sylvia Hall, Esq., appeals the determination of the Division of Agency Services, which found that Greg Bartelloni’s position with the Essex County Department of Corrections was properly classified as Principal Investigator, Parole and Secured Facilities. Essex County seeks a County Correctional Police Lieutenant classification.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-9 JAMES TEMPLETON – CSC DOCKET NO. 2021-1931
James Templeton appeals the June 2, 2021, classification decision of the Division of Agency Services.
ACTION: The Civil Service Commission directed that this appeal be granted in part.
B-10 R.M. – CSC DOCKET NO. 2023-20
R.M., a former Technical Assistant 3 with the Department of Community Affairs, represented by Mark D. Laderman, Esq., appeals the determination of the Commissioner, which found sufficient evidence that the appellant had violated the New Jersey State Policy Prohibiting Discrimination in the Workplace.
ACTION: The Civil Service Commission remanded the matter to the appointing authority for further investigation.
B-11 JOHN EUGENIO – CSC DOCKET NO. 2023-376
John Eugenio, represented by Michael L. Prigoff, Esq. requests reconsideration of the final decision of the Civil Service Commission, rendered on July 25, 2022, which upheld the removal of his name from the Fire Fighter (M1818W), City of Elizabeth, eligible list on the basis that he resided outside of the residency scope.
ACTION: The Civil Service Commission directed that this request be denied.
B-12 NIOVE RAMIREZ – CSC DOCKET NO. 2022-3029
Niove Ramirez requests reconsideration of the final administrative determination in In the Matter of Joseff Linsangan, et al., County Correctional Police Sergeant (PC4825C), Hudson County (CSC, decided April 27, 2022).
ACTION: The Civil Service Commission directed that this request be denied.
B-13 EBONY MULLINS-GANT – CSC DOCKET NO. 2023-1187
Ebony Mullins-Gant, a County Correctional Police Sergeant with Essex County, represented by Luretha M. Stribling, Esq., petitions the Civil Service Commission for interim relief of her immediate suspension.
ACTION: The Civil Service Commission directed that this petition be denied.
B-14 JAMES SOMERS – CSC DOCKET NO. 2022-3240
James Somers requests relief regarding the promotional examination for Quality Assurance Coordinator (PS0645H), Department of Health.
ACTION: The Civil Service Commission directed that this request be denied.
B-15 JORDAN ZORRER, ET AL. – CSC DOCKET NOS. 2022-170, ET AL.
Jordan Zorrer, et al., represented by Michael A. Bukosky, Esq., request relief regarding the Union County Department of Corrections’ June 30, 2021 layoff.
ACTION: The Civil Service Commission directed that these requests be denied.
B-16 MICHAEL DEANEY – CSC DOCKET NO. 2023-874
Keansburg requests that Michael Deaney be assigned a retroactive appointment date to the Police Captain title. In addition, Michael Deaney seeks his eligibility for the promotional examination for Deputy Police Chief (PM5066D), Keansburg.
ACTION: The Civil Service Commission directed that the request be granted, and the appeal be dismissed as moot.
B-17 IN THE MATTER OF MANAGEMENT SPECIALIST (C0506C), BURLINGTON COUNTY – CSC DOCKET NO. 2023-665
Burlington County requests permission not to make an appointment from the May 2, 2022 certification for Management Specialist (C0506C).
ACTION: The Civil Service Commission granted the appointment waiver and deferred selection costs.
B-18 SENIOR COMMUNITY RELATIONS SPECIALIST (M0263C), PATERSON – CSC DOCKET NO. 2023-647
Paterson requests permission not to make an appointment from the March 25, 2022 certification for Senior Community Relations Specialist (M0263C).
ACTION: The Civil Service Commission granted the appointment waiver and assessed selection costs in the amount of $2,048.
B-19 FIELD REPRESENTATIVE HOUSING TRAINEE, HOUSING ASSISTANCE PROGRAM – CSC DOCKET NO. 2023-1332
The Division of Agency Services requests the creation of the noncompetitive title of Field Representative Housing Trainee, Housing Assistance Program.
ACTION: The Civil Service Commission directed that this request be granted.
