DEPARTMENT OF AGRICULTURE
The Department of Agriculture requests two local government titles be made common for state use.
The United States Department of Agriculture is providing federal funds to conduct a cooperative program with the New Jersey Department of Agriculture. This program is intended to control and eradicate insects that have attacked hardwood trees in northern New Jersey . Tree-climbing staff assigned to this program will examine susceptible trees within high-risk areas.
A 35-hour workweek and assignment to the O bargaining unit (operations, Maintenance and Services) is requested to coincide with the bargaining unit and fixed workweek of other titles in this occupational group. The salary recommendation is compatible with the market-based salary for this function and the Hay Job Content Evaluation.
Appropriate notice of this proposal has been provided to the affected negotiations representatives.

STATE PAROLE BOARD
The State Parole Board requests the creation of the Department-specific, managerial title to classify the functions of the parole release manager.
The Manager, Release Unit is responsible for complex parole eligibility hearings, parole eligibility dates, maximum incarceration dates and the application of credits to increase or delay release dates.
There are three units directly responsible for parole functions: The Release Unit, Community Programs Unit and the Revocation Unit. All managers are classified at the same level. The State Parole Board indicates that the Manager, Release Unit has a higher level of responsibility and accountability for parole eligibility issues. The Manager is responsible for a greater number of subordinate staff, one of whom is classified at the same level at the Manager, creating compression.
The State Parole Board requests that the title be assigned to the career service to be consistent with the assignment of other managerial staff.

JUVENILE JUSTICE COMMISSION
The Juvenile Justice Commission requests an upward range re-evaluation for the titles of Superintendent and Assistant Superintendent, Residential Group Center. Incumbents are responsible for managing the staff and activities of a residential group centers serving youthful offenders with a variety of social, physical, and/or mental health problems and issues.
The re-evaluation is requested to compensate for the increase in responsibility. Incumbents are highly accountable for the operational, administrative and managerial aspects of their programs, and must keep current with modern approaches and trends in the field of juvenile rehabilitation. They must be knowledgeable in a variety of areas impacting the juvenile treatment program such as substance abuse, mental health issues, juvenile rights, life skills, medical care, as well as issues impacting the residential facility, including safety and security, structural and grounds maintenance, laundry, housekeeping, and nutrition. Incumbents are on call around-the-clock to handle the regular and extraordinary needs of the center.
