The layers on the Multifamily Site Evaluator contain information pertaining to program eligibility, QAP components, and other relevant data for housing development.

Instructions: Type the address of interest in the search bar in the top-right area of the screen. Select the address from the drop-down menu. A yellow dot should appear on the parcel you searched. Click on the Yellow Dot to obtain information related to the location of the property of interest. A pop-up box should appear. Toggle the pop-up window using the arrows on the top left to find the information you need. There is an option to turn off layers you do not need, which will remove the data from the pop-up window. If you do not have an address of interest, you are able to zoom freely around the map and click anywhere around the State at various scopes to find information across municipalities and regions.

Program eligibility options allow the user to view whether an address will be eligible for several NJHMFA financing programs, such as:

• Increased Income Limits for the Mortgage and Down Payment Assistance Programs
• Waiver of First-Time Homebuyer Requirements for Borrowers

Several factors affect the precision of the spatially based outlook of the Site Evaluator’s function. For example, if your site is a vacant lot or a new development, the Locator might be unable to identify the position or place the address on the map. Use aerial photos to identify/confirm the location on the map. In addition, areas near the border of program layers may not align accurately due to mapping projection limitations. If your project is close to a boundary, use aerial photos to verify the location.

These tools do not reflect QAP scoring criteria. Sources of data used may be out of date which could impact eligibility requirements. The evaluator and layers will be updated regularly as new data and programs updates are released. 
 
Determination of NJHMFA program eligibility ultimately rests with the respective NJHMFA division. Contact information for each division is provided through the NJHMFA website and as part of the report function of the Site Evaluator.
