IHC Program Data |
The following data is routinely available regarding the IHC Program. |
|
- Enrollment Data - derived from reports filed by carriers.
There are three enrollment reports: Historic, IHC Plan and IHC Carriers. The IHC Plan report shows enrollment for a calendar quarter by several plan characteristics, including: standard individual health benefits plan type as well as Basic & Essential Plans, rating tier (single, two adults, adult + child(ren), family), and standard deductible and copayment options. The IHC Carrier report shows enrollment in plan types by carrier over two quarters, and carrier market share. The Historical report provides aggregated enrollment data by year, beginning with 4Q 1993.
- Assessments and Exemptions - tables display the data used by the IHC Board to determine carrier liability for IHC Program losses and administrative expenses, as well as exemption or pro rata exemption (from loss assessments) information.
- Historical Rate Information - shows the rates carriers were charging new or renewing applicants at some point in a calendar year: typically, November or December. The number of carriers showing rates varies from year to year based on the number of carriers offering coverage in the individual market.
- New Jersey IHC Loss Ratio Reports – show the average loss ratio for the IHC market, as well as loss ratios by carrier with information on premiums, claims and dividents (refunds or credits), if any. Loss ratios and any refunds or credits set forth in these reports were determined based on New Jersey law; this information is not about the Medical Loss Ratio (MLR) required under federal law. The posted New Jersey IHC Loss Ratio Reports begin with calendar year 2009 data (reported in 2010).
- Budgets – the IHC Program operates on a fiscal year that ends on June 30th annually. Because of the two-year calculation period specified in the Board's statutes, assessments for budgets occur biannually. The budgets are grouped biannually so that interested parties can match budgets to administrative assessments.
- Administrative Audits – performed by independent audit firms, these reports are published as they become available. Administrative audit reports look at the IHC Program’s general administrative expenses and financial statements.
- IHC Average Rate Changes – Rate filings are submitted to the department by carriers.
