The Government Records Council created the Custodian's Toolkit to help public agency records custodians fulfill their legal obligations under New Jersey's Open Public Records Act (N.J.S.A. 47:1A-1 et seq.). This toolkit serves as a reference, but is not legal advice and is not a substitute for the same from public agency legal advisors. Records custodians should rely on agency legal advice on issues that could result in disputes, particularly those related to a denial of access to government records. The response templates provided in this toolkit are meant to serve as guidance on how to respond to OPRA requests. Custodians may need to edit the templates as necessary to properly respond to individual OPRA requests. However, these templates provide custodians with a solid starting point on how to respond to various types of requests.
