EVV, or Electronic Visit Verification, is a web-based system that verifies when provider visits occur and documents the precise time services begin and end. It ensures that people receive their authorized services.  This new technology is now required by federal law for certain services provided through NJ FamilyCare. EVV captures six required data elements for each visit.

The six required data elements of EVV are:

  1. Type of service performed;
  2. Individual receiving the service;
  3. Date of the service;
  4. Location of service delivery;
  5. Individual providing the service;
  6. Time the service begins and ends.

EVV allows providers to confirm that services were actually delivered using a variety of electronic methods like a phone call, smart phone application, or a free EVV device in the home.

The Division of Medical Assistance and Health Services (DMAHS) implemented an EVV system that meets state and federal requirements with broad public support and a strong and enthusiastic stakeholder process.

The state completed the vendor selection process and issued an official contract award to HHAeXchange, a statewide EVV vendor. New Jersey operationalized the EVV system on January 1, 2021 for these services: Personal Care Assistance, MLTSS Home-Based Supportive Care, DDD Individual Supports, DDD In-Home Respite, and DDD Community-Based Supports. Effective July 1, 2021, EVV data is required for claims payment.

If you receive one of these services, it is important to know that DMAHS is working hard to make sure this new federal requirement does not cause problems for you. Your care is always the first priority. DMAHS is committed to the EVV North Star Principles, ensuring there is no impact to your care and that your data is secure and compliant with the Health Insurance Portability and Accountability Act (HIPAA). EVV does not track your location, change how you receive care, or adjust the type of care you receive.  EVV does track the location of the provider when they arrive to begin working with you and when the provider ends their work time with you.

Provider agencies are responsible for collaborating with DMAHS, HHAXeXchange, and Managed Care Organizations to ensure members are fully informed and educated as EVV is implemented.
