Planning Committee

The SETC is responsible for the development and preparation of the Five-Year State Unified Plan. The purpose of the five-year plan is to set the framework, guidance and requirements for delivery of programs and services under the Workforce Investment Act and the Wagner-Peyser Act. However, it is important to note that New Jersey was one of only four states to create a “unified” plan that embraced all of its partners and the full integration of programs and services – rather than a plan that solely focused on Workforce Investment Act funded programs.

Partners include the Departments of Labor and Workforce Development, Community Affairs, Education, Higher Education and Human Services. The state plan is required in order for states to receive formula allotments under the Act. This committee is co-chaired by two SETC members, Tapas Sen, President of Transformation Strategies International, Inc. and Teri Duda, Senior Vice President of Government Affairs, Berkeley College.
